About this opportunity
Montgomery County, Pennsylvania's Department of Health and Human Services, Office of Housing and Community Development (OHCD) is issuing a Request for Proposal (RFP 26-30) soliciting qualified nonprofit organizations to design and operate a Master Leasing Program for unhoused single adults with Opioid Use Disorder (OUD). The procurement seeks a minimum 10-unit pilot program providing stable, supportive housing paired with OUD-focused services including case management, medication-assisted treatment coordination, mental health services, life skills support, and overdose prevention for Montgomery County residents aged 18 and older who are homeless, have recently completed halfway house level care (ASAM Level 3.1) or recovery house stays, lack safe housing exit destinations, and have experienced prior homelessness. The program must employ a master leasing model as a mandatory, nonnegotiable element and comply with fair housing laws, ADA requirements, HIPAA/42 CFR Part 2 confidentiality standards, Housing First principles, and Homeless Management Information System (HMIS) participation requirements. Key performance metrics include 35 percent of participants gaining or increasing income while housed, 75 percent remaining stably housed for at least 12 months (excluding voluntary exits), at least 50 percent initiating or continuing MAT or OUD treatment services, unit loss due to landlord withdrawal not exceeding 10 percent annually, and average vacancy duration not exceeding 30 days. The proposal narrative is limited to 20 pages (excluding attachments) and must address organizational capacity, master leasing and landlord partnership experience, OUD/MAT expertise, staffing and infrastructure capabilities, scope of work compliance, and performance management plans. Proposals must be submitted electronically through the Bonfire Portal with separate technical and cost proposal documents, accompanied by a current W9, completed Appendix A forms, and any noted exceptions to Montgomery County's terms and conditions by the June 4, 2026 deadline. Questions submitted less than seven days prior to the bid deadline may not receive responses.
This solicitation is restricted to nonprofit organizations meeting Montgomery County's qualification standards, with bidders required to submit mandatory certification forms addressing financial dealings with County officials, suspension/debarment status, compliance history, felony convictions, contingent fees, independent price determination, organizational conflicts of interest, authorized negotiators disclosure, and local, small, and diverse business concern certification status. The procurement is funded through Opioid Settlement funding and is subject to comprehensive federal compliance requirements including nondiscrimination provisions, records retention for a minimum of three years post-disposition, audit rights, contractor responsibility certifications, drug-free workplace standards, Davis-Bacon wage requirements where applicable, and lobbying restrictions. Bidders must maintain commercial general liability insurance ($1,000,000 per occurrence), workers compensation insurance at Pennsylvania statutory limits, and professional errors and omissions liability insurance ($1,000,000 per occurrence) with the County named as an additional insured, and must comply with the Pennsylvania Right-to-Know Law and Americans with Disabilities Act requirements. The initial contract term is one year beginning in 2026, with the County retaining the option to renew annually for up to two additional one-year terms contingent upon satisfactory performance, fund availability, and demonstrated geographic need, with the funding ceiling for the one-year contract period established at $639,572, with agency administrative and indirect costs capped at 10 percent of the total budget request. No incumbent vendors or existing infrastructure requirements are identified in this solicitation. The County reserves the right to reject any or all bids and award contracts in its best interest, with contract execution authority vesting with the Montgomery County Chief Executive Officer.
Opportunity text
The County of Montgomery, Health and Human Services Office of Housing and Community Development (OHCD) is soliciting proposals from qualified nonprofit organizations to design and operate a Master Leasing Program for unhoused single adults with Opioid Use Disorder (OUD). This program is supported through Opioid Settlement funding and is consistent with the allowable strategies which identify housing and supportive services as eligible activities for individuals in recovery from OUD and cooccurring conditions. The program must be designed as a minimum 10 unit pilot demonstrating the effectiveness of an integrated supportive housing intervention for Montgomery County individuals who are homeless and have recently completed a halfway house level of care (ASAM Level 3.1 - Clinically Managed Low-Intensity Residential) or ODA contracted recovery house stay, but have no safe or stable housing exit destination, and who have experienced homelessness prior to entering treatment. Montgomery County seeks to implement this master leasing model to provide stable, supportive housing for at least 10 single adults with Opioid Use Disorder (OUD), pairing immediate access to housing with connections to OUD-focused services.
