About this file
This is a Request for Proposal (RFP) issued by Montgomery County, Pennsylvania's Department of Health and Human Services, Office of Housing and Community Development (OHCD), seeking qualified nonprofit organizations to design and operate a Master Leasing Program for unhoused single adults with Opioid Use Disorder (OUD). The program will serve as a minimum 10-unit pilot providing stable, supportive housing for single adults (18+) who are homeless, have OUD, have recently completed halfway house level care or recovery house stays, have no safe housing exit destination, and have experienced prior homelessness. The program must employ a master leasing model as a mandatory, nonnegotiable element, pairing immediate housing access with OUD-focused services including case management, medication-assisted treatment coordination, mental health services, life skills support, and overdose prevention. Services must be provided to Montgomery County residents and include compliance with fair housing laws, ADA requirements, HIPAA/42 CFR Part 2 confidentiality standards, Housing First principles, and mandatory participation in the Homeless Management Information System (HMIS). The initial contract term is one year beginning in 2026, with the County retaining the option to renew annually for up to two additional one-year terms, contingent upon satisfactory performance, fund availability, and demonstrated geographic need.
The funding ceiling for the one-year contract period is $639,572, with agency administrative and indirect costs capped at 10 percent. Opioid Settlement funding supports this program, which aligns with allowable strategies for housing and supportive services for individuals in OUD recovery. Proposals must be submitted electronically through the Bonfire Portal as separate technical and cost proposal documents, accompanied by a current W9, completed Appendix A, and any noted exceptions to Montgomery County's terms and conditions. The proposal narrative may not exceed 20 pages excluding attachments and must address organizational capacity, master leasing and landlord partnership experience, OUD/MAT expertise, staffing and infrastructure capabilities, compliance with scope of work requirements, and performance management plans. Key performance metrics include 35 percent of participants gaining or increasing income while housed, 75 percent remaining stably housed for at least 12 months (excluding voluntary exits), at least 50 percent initiating or continuing MAT or OUD treatment services, unit loss due to landlord withdrawal not exceeding 10 percent annually, and average vacancy duration not exceeding 30 days. The contract may be terminated earlier for lack of performance or noncompliance with 30 days' written notice.

Montgomery County, PA RFP 26-30 for Master Leasing Program for the Unhoused with Opioid Use Disorder
Request for Proposal (RFP): 26-30 Department of Health and Human Services Office of Housing and Community Development Master Leasing Program for the Unhoused with Opioid Use Disorder
INTRODUCTION
Montgomery County is located approximately twenty miles west of Center City Philadelphia, PA. Governed by a three-member Board of Commissioners, the County government is a large diverse organization whose mission is to provide quality services in an efficient and cost-effective manner.
Montgomery County, with nearly 861,000 residents is the third most populated county in the Commonwealth of Pennsylvania. Some of the services the county government provides its citizens include health and human services, a highly regarded community college, an outstanding park and historic site system, and a judiciary recognized as one of the Commonwealth’s finest.
The Montgomery County Department of Health and Human Services (HHS) offers a full continuum of services to ensure the health, safety and well-being of county residents. The Department serves children, families, young adults, adults and older adults through its offices which include: Children and Youth, Community Connections, Drug and Alcohol, Early Learning Resource Centers, Housing and Community Development, Mental Health/Developmental Disabilities/Early Intervention, Public Health, Senior Services, behavioral health managed care services, and Veterans Services. Strategic Offices for the Department support dissemination of important health information and quality and compliance. HHS is fully integrated to provide seamless, coordinated care delivery all focused on enhancing the health and well-being of the residents of Montgomery County.
The Montgomery County HHS Office of Housing and Community Development (OHCD) administers the Your Way Home Public-Private Partnership, which was founded in 2014. This initiative brings together a diverse group of partners, including county agencies, nonprofit organizations, philanthropic foundations, property owners, faith-based groups, advocates for the homeless, individuals with lived experience, and other community stakeholders. All share the common goal of eliminating and preventing homelessness in Montgomery County. Your Way Home unites funders, service providers, property owners, and community partners to enhance housing stability, economic security, and health for those at risk of or experiencing homelessness.
In 2023, 192 single adults entering Montgomery County’s homeless crisis response system disclosed having a drug use disorder upon engagement with Coordinated Entry or Street Outreach. Given the prevalence of fentanyl in the drug supply, it is estimated that 90–100% of these individuals likely have OUD or fentanyl involvement. This population experiences high vulnerability, poor health outcomes, and heightened risk of overdose.
