Maryland Student Information System (MDSIS)

This state contracting opportunity is for the Maryland Student Information System (MDSIS) project, issued by the Maryland Higher Education Commission (MHEC). MHEC is seeking to procure a state-of-the-art, commercially available, cloud-based solution to effectively administer state education needs, student data, and financial aid for Maryland constituents. The contract requires the delivery of a fully functional Commercial Off-The-Shelf (COTS) software system, including professional services for system development, implementation, data conversion, training, and maintenance/support for an initial five-year term with five one-year renewal options. The key deliverables include a system that provides functions such as multiple language support, mobile accessibility, document tracking, electronic signatures, external system integration, multi-level communications, and user assistance. The RFP has an accelerated timeline, with a target production date of July 1, 2025.

The RFP includes a 29% Minority Business Enterprise (MBE) subcontracting goal and a 1% Veteran-Owned Small Business Enterprise (VSBE) subcontracting goal. Vendors have raised concerns about the timeline and subcontracting goals, but MHEC has indicated they will not lower or eliminate these requirements at this time. The pricing structure is fixed-price, and the solution must be hosted on State of Maryland-managed IT systems. The RFP does not specify an incumbent vendor or provide budget information, but indicates the system should be able to accommodate over 100,000 concurrent users.
