About this file
This document is an Amendment #2 to the Request for Proposal (RFP) for the Maryland Student Information System (MDSIS) issued by the Maryland Higher Education Commission (MHEC). The RFP seeks to procure a commercial off-the-shelf (COTS) cloud-based solution to effectively administer state education needs, student data, and financial aid for Maryland constituents. The amendment revises the timeline, including a one-year warranty period followed by five one-year renewal options. It also clarifies requirements around accessibility, senior software architect duties, and the availability of the system in multiple languages, including English, Spanish, Chinese, French, and Korean.
The financial proposal form has been updated, removing the cost entry for the first year of maintenance and moving it to the option years. The RFP indicates a fixed-price contract for the development, implementation, and subsequent maintenance and operations. No additional details are provided regarding pricing terms, set-asides, incumbents, funding requirements, or sources.
