About this opportunity
Palm Beach County Board of County Commissioners' Purchasing Department issued a Request for Quotation (RFQ) for custom imprinted marking flags on a term contract basis. The procurement seeks firm, fixed pricing for the purchase and delivery of 10,000 units each of three types of 4" x 5" marking flags in blue, green, and purple colors, all featuring 21" wire and custom imprinting with "PALM BEACH COUNTY WATER UTILITIES 561-740-4600 EXT 3" in white across a minimum 3" x 3" area. The flags must meet specific quality standards including fade-resistance, waterproofing, and permanent attachment to minimum 15-gauge steel wire. The selected vendor will be awarded an initial four-month term with options to renew for four additional twelve-month periods, contingent on mutual written agreement and maintenance of original pricing and terms. All unit pricing must be firm and all-inclusive of supervision, labor, equipment, materials, transportation, and related services necessary for complete delivery. The submission deadline is July 26, 2018 at 4:00 p.m. Eastern Time, with responses accepted via fax or email, and delivery must occur within twenty-one calendar days of receiving a delivery order on an F.O.B. destination basis. Award will be made on an all-or-none basis to the lowest responsive, responsible vendor, with vendors required to quote all three items to be considered responsive.
Palm Beach County offers local preference and small business enterprise considerations in the evaluation process, providing a five percent preference to vendors with a permanent place of business in Palm Beach County and a five percent preference to small business enterprises certified by the County at the time of quote submission. The County reserves the right to increase or decrease quantities as necessary to meet actual requirements and accepts no minimum order commitments. Payment will be rendered only upon the County's satisfaction and acceptance of delivered items, with invoices requiring the purchase order number and submission to the Palm Beach County Finance Department. No incumbent vendors, current contractors, or budget range was specified in the solicitation documents.
