The contractor will deliver services to In-School Youth (ages 14-21) and Out-of-School Youth (ages 16-24) under the Workforce Innovation and Opportunity Act (WIOA), with emphasis on recruiting and serving Out-of-School Youth and individuals with significant barriers to employment. Required deliverables include implementation of all fourteen WIOA youth program elements, sector-based career pathway strategies aligned with regional labor market demand, development of strong employer partnerships to support work experience and internships, and equitable service delivery across both rural and urban communities. The contractor must expend a minimum of seventy-five percent of youth funds on Out-of-School Youth services and at least twenty percent on work experience activities, with administrative costs capped at ten percent. Proposals will be evaluated on a best-value basis using the following criteria: organizational capacity and experience (20 points), service delivery approach (25 points), performance strategy and outcomes (35 points), financial management (5 points), budget and cost effectiveness (10 points), transition plan (5 points), and VetHUB certification eligibility (5 bonus points), with a maximum possible score of 105 points and a minimum threshold of 70 points required for consideration. Historically Underutilized Businesses are encouraged to respond to this solicitation. The anticipated contract term runs from October 1, 2026, through September 30, 2027, with one optional one-year renewal, not to exceed two years total. The estimated annual budget is $3.5 million, with pricing to remain fixed for each contract term; proposers may propose annual escalations upon renewal, though competitiveness of pricing is an evaluation criterion. No incumbent vendor or current contractor is identified in the procurement documents. The contractor must comply with all federal and state requirements, maintain comprehensive fiscal controls, provide required insurance coverage, establish internal monitoring and quality assurance systems, and submit detailed reporting on performance, partnership activities, and expenditures.
