Proposers must demonstrate good faith efforts to meet DBE goals, with specific guidelines for calculating and verifying DBE participation, including provisions for DBEs to participate as prime consultants, subconsultants, joint venture partners, vendors, or trucking companies. The contract requires a minimum of $2 million in Cyber Liability Insurance and encourages small businesses owned by socially and economically disadvantaged individuals to participate. The total contract budget is estimated at not to exceed $500,000 for the entire contract duration.
