About this opportunity
Haralson County Board of Commissioners in Georgia is requesting proposals for managed IT and phone services under a three-year contract beginning January 1, 2027, with sealed proposals due September 8, 2026 at 3:00 PM EST and a mandatory bidders conference on August 14, 2026 at 10:00 AM via Microsoft Teams.
The scope covers fixed IT support and maintenance for 165 user endpoints and 12 servers (2 physical hosts and 10 virtual servers); comprehensive cybersecurity including managed endpoint security, URL/DNS filtering, phishing simulations, external penetration testing, and security awareness training; backup and disaster recovery with encrypted data protection and rapid restoration; phone services for 165 extensions, 62 DIDs, and 12 fax lines with support for existing Polycom handsets; technology strategy planning and solution design; wireless infrastructure maintenance; IT policy development; and GCIC certification for criminal justice agency compliance. On-site technical support is required a minimum of one day per week for moves, adds, changes, and deletions, with most support available remotely. Current infrastructure includes Fortigate 100F firewalls, Cisco Meraki wireless access points, Veeam and Datto backup solutions, and Microsoft email services. The county's current average IT support requirement is approximately 40 hours monthly across 269 total users. Account management staff must obtain GCIC certification to work with the Sheriff's Office and E911 Center.
The RFP mandates fixed-cost proposals with exceptions only for large or unplanned projects. Evaluation prioritizes GCIC certification (x 10 multiplier), phone system offering and support (x 9 multiplier), and comprehensive security solutions (x 8 multiplier), assessed on industry expertise, customer service quality, relevant experience, reporting capabilities, and value-added offerings. Pricing is evaluated on the lowest multiplier weighting (x 1) among ten criteria. Questions are due August 17, 2026 at 5:00 PM EST, with answers by August 21, 2026. Intent to respond is due August 25, 2026 at 5:00 PM EST.
