About this opportunity

Charlotte Water, a department of the City of Charlotte in Mecklenburg County, North Carolina, is soliciting bids through Invitation to Bid (ITB) FY26-ITB-10 for the design, manufacture, and delivery of a complete pressurized strainer-type filter system for the non-potable water (NPW) system at the Mallard Creek Water Resource Recovery Facility (WRRF). The filter system must consist of three parallel filter units—two with 10-micron screen openings and one with 5-micron screen openings—capable of processing 4.4 million gallons per day with at least one unit out of service, supplied as a pre-assembled, pre-wired, skid-mounted unit. Deliverables include the complete filter system with associated control panels, pressure instrumentation, automated backwash capabilities, stainless steel header piping, butterfly isolation valves, dual flush valves with 24V actuators, a NEMA 4X stainless steel control panel with Schneider Electric M340 Series PLC, integration with the City's existing SCADA network using Ignition by Inductive Automation software, detailed shop drawings, product data, performance certificates, and operation and maintenance manuals in bound format. Bidders must submit lump-sum pricing on a fixed-price basis including all equipment, labor, delivery, temporary storage, testing, training, and associated costs, with bids due electronically through the Bonfire e-Procurement Portal no later than May 27, 2026, at 3:00 p.m. Eastern Time. The filter system must be delivered within eighteen weeks from contract execution, with liquidated damages of $500 per day assessed for delays, and the successful bidder must provide up to eight hours of onsite training during startup and commissioning at no additional cost and dedicate a responsive account executive available by cell phone with two-business-day response times. Acceptable manufacturers include Forsta Filters Inc., Tekleen Automatic Filters LLC, and approved alternates; all equipment must be new, current production items from UL-certified facilities with a minimum two-year manufacturer's written warranty from filter system commissioning. Payment will be structured as 10 percent upon shop drawing approval, 70 percent upon delivery, and 20 percent upon successful completion of operational acceptance testing.

The City of Charlotte requires bidders to complete and submit a Minority/Woman-owned Small Business Enterprise (M/W/SBE) Utilization Form documenting their own certification status and identifying all intended MWSBE subcontractors with descriptions of work or materials and corresponding utilization percentages, demonstrating exhaustive outreach efforts to maximize diverse business participation. Bidders must also submit a Contractor Safety Assessment Form providing written safety and health programs, employee training documentation, OSHA Form 300A summaries for the past three years, OSHA citations or violations from the previous three years, NAICS codes, and Days Away, Restricted, or Transferred (DART) incidence rates compared to industry benchmarks, along with proof of insurance including workers' compensation, commercial general liability of not less than $1,000,000 per occurrence, and automobile liability certificates. Additionally, all bidders must complete a Non-Discrimination Provision certification confirming they have not engaged in or condoned discrimination and must provide a References Form listing three references from clients for whom similar services have been provided. The contract requires bidders to acknowledge compliance with the City's Commercial Non-Discrimination Policy under Charlotte City Code Section 2, Article V, and the City reserves the right to reject any bid submitted with a false certification or to terminate any resulting contract for non-compliance. No specific budget range or award value is disclosed in the procurement documents; however, the contract is structured as a definite quantity, fixed-price, one-time purchase agreement with the anticipated contract effective date in June 2026.
