About this opportunity

Charlotte Water, the utility arm of the City of Charlotte, North Carolina, is soliciting bids through an Invitation to Bid for a turnkey, fully enclosed, trailer- or container-mounted Reuse Pilot System Skid. The first step requires a Letter of Intent with qualifying-criteria documentation by November 5, 2026, at 1:00 p.m. EST, and complete bids are due December 14, 2026, at 2:00 p.m. EST. Participation is gated by a two-step process, and only bidders that clear the qualifications in step one may submit pricing.

Qualified bidders must demonstrate at least five years designing and delivering advanced water treatment or potable reuse systems, must have successfully delivered at least three containerized or mobile advanced treatment pilot systems within the past fifteen years, and must have completed at least one Title 22 reuse project or equivalent advanced potable reuse demonstration. The system must produce water consistent with California Code of Regulations Title 22, Division 4, Chapter 17, Article 10 (Direct Potable Reuse) and meet U.S. EPA Safe Drinking Water Act maximum contaminant levels. It must provide a 10 gallons-per-minute minimum nominal flow with a 5–25 gallons-per-minute operating range and integrate membrane filtration, reverse osmosis or nanofiltration, advanced oxidation, and polishing. Deliverables include O&M manuals, onsite startup and commissioning support, operator training, and twenty-four months of technical support.

Delivery is to the McDowell Creek Water Resource Recovery Facility in Huntersville, North Carolina, and the unit must be designed for outdoor use at multiple Charlotte Water Resource Recovery Facilities. The successful bidder is responsible for all permits and inspections. The contract is a one-time purchase of a definite quantity with a one-year manufacturer's warranty. Pricing must be a fixed unit price per item, including shipping, delivery, discounts, vendor markup, and storage, with no additional charges permitted. Optional separate pricing for residuals management equipment is accepted.

Bid opening occurs December 14, 2026, at 5100 Brookshire Boulevard, Charlotte, with virtual attendance available. Charlotte City Council award is anticipated in January 2027. The city will award to the lowest responsive responsible bidder, weighing qualifications, experience, quality, delivery, workmanship, and applicable environmentally preferable attributes, and it reserves the right to modify, cancel, or reject any or all bids.
