About this opportunity
Sherman Independent School District is soliciting proposals for maintenance, transportation, and security general services under a multi-award contract (RFP 285.15-2026), with a questions deadline of August 1, 2026 and a response deadline of June 30, 2030. Previously awarded vendors under RFP #271-2023 through 271.13-2024 must resubmit; vendors already awarded under the RFP 285 series do not need to resubmit.
The scope spans fourteen product and service categories: HVAC supplies and equipment, general maintenance supplies, electrical supplies and equipment, plumbing supplies and equipment, grounds supplies and equipment, custodial supplies and equipment, locks and keys equipment and supplies, equipment rental supplies, security supplies and equipment, transportation supplies and equipment, food service supplies and equipment, off-road vehicles and trailers, flooring supplies and equipment, and painting supplies and equipment. Each category permits vendors to offer contract services in addition to supply items. Proposals must include all labor, materials, superintendence, tools, and equipment necessary to complete assigned work and should indicate discount percentages off catalog prices, price lists, or shelf prices for each bid line item.
The district does not evaluate bids on price alone. Evaluation criteria include vendor reputation, quality of goods and services, extent to which offerings meet district needs, past vendor relationships, compliance with historically underutilized business requirements, and total long-term cost. The district reserves the right to accept or reject all or any portion of any bid and to award contracts to multiple vendors.
Vendors must comply with federal requirements when federal funds are expended, including Davis-Bacon Act provisions for construction contracts over $2,000, Equal Employment Opportunity requirements, Clean Air and Water Pollution Control Act compliance, debarment and suspension certifications, and record retention requirements. All awarded vendors must submit Form 1295 (Certificate of Interested Parties) to the Texas Ethics Commission. The district is exempt from federal excise tax and state tax; vendors should not include tax in bid totals. Awards of $50,000 or greater require SISD Board of Trustees approval. Electronic submissions are encouraged. Contact: Marvin Taylor, SISD Purchasing Service Center, 2701 Loy Lake Road, Sherman, Texas 75090.
