About this opportunity

Sherman Independent School District is soliciting proposals for Maintenance, Transportation, and Security General Services under RFP 285.9-2025, with intent to award multiple vendors, and a response deadline of June 30, 2030. The question deadline is November 1, 2025.

The scope encompasses fourteen line-item categories: HVAC supplies and equipment; general maintenance and supplies; electrical supplies and equipment; plumbing supplies and equipment; grounds supplies and equipment; custodial supplies and equipment; locks and keys; equipment rental; security supplies and equipment; transportation supplies and equipment; food service supplies and equipment; off-road vehicles and trailers; flooring supplies and equipment; and painting supplies and equipment. Proposals must include all labor, materials, superintendence, tools, and equipment necessary for completion of assigned work. Vendors must submit pricing as a discount percentage off catalog, price list, or shelf price.

Previously awarded vendors from RFP series 271-2023 through 285-2024 do not need to submit new proposals; those awarded under 285-2024 maintain approval through June 30, 2030. Sherman ISD is exempt from federal excise tax and state tax, and vendors should not include taxes in bid totals.

Evaluation criteria include purchase price, vendor reputation, quality of goods or services, extent to which goods or services meet district needs, past vendor relationships, and total long-term cost to the district. The district reserves the right to accept or reject all or any part of any bid.

All vendors must comply with Davis-Bacon Act provisions, Equal Employment Opportunity requirements, Buy America provisions, and environmental and safety standards. Employees with student contact must pass criminal background checks. Vendors must comply with a Code of Conduct prohibiting tobacco, drugs, weapons, and inappropriate behavior on school property. Upon award, vendors must submit Form 1295 Certificate of Interested Parties with the Texas Ethics Commission. The contract is available for utilization by members of the Educational Purchasing Cooperative of North Texas (EPCNT), which has over seventy member entities. Electronic bidding is strongly encouraged.
