Proposals should indicate discount percentages off catalog prices, price lists, or shelf prices for each bid line item. SISD is exempt from federal excise tax and state tax, and vendors should not include tax in bid totals. The district does not evaluate bids based on price alone; evaluation criteria include vendor reputation, quality of goods and services, extent to which offerings meet district needs, past vendor relationships, compliance with historically underutilized business requirements, and total long-term cost. The district reserves the right to accept or reject all or any portion of any bid and to award contracts to multiple vendors. Vendors must comply with numerous federal requirements when federal funds are expended, including Davis-Bacon Act provisions for construction contracts over $2,000, Equal Employment Opportunity requirements, Clean Air and Water Pollution Control Act compliance, debarment and suspension certifications, and record retention requirements. All awarded vendors must submit Form 1295 (Certificate of Interested Parties) to the Texas Ethics Commission. Electronic bid submissions are encouraged. The contract award will be presented to the SISD Board of Trustees for approval if the award amount is $50,000 or greater.
