About this opportunity
The City of Newark, New Jersey is soliciting electronic bids for a Maintenance & Repair contract for Instrumentation and Control Equipment covering water and wastewater system equipment across Morris, Passaic, Sussex, and Essex counties for the period of 2025-28. The procurement seeks a qualified contractor to provide comprehensive maintenance and repair services for complex instrumentation systems, including programmable logic controllers, SCADA systems, communication systems, enunciators, alarms, pump stations, flow meters, and electrical/electronic equipment. Bidders must demonstrate expertise in repairing and maintaining sophisticated control infrastructure, comply with OSHA confined space regulations, and adhere to safety protocols. The bid requires detailed pricing submissions, including hourly rates for journeyman technicians and percentage markups/markdowns for parts for both Year 1 and Year 2 of the contract. Electronic bids must be submitted through the City's e-Procurement Portal by 10:15 am on April 3, 2025, with the City reserving the right to award to the lowest responsive and responsible bidder. Evaluation criteria will include technical capability, pricing, compliance with regulatory requirements, and overall business qualifications.
The contract appears open to all qualified vendors without specific set-aside designations, though bidders must comply with equal employment opportunity standards and provide various compliance documentation including business registration, affirmative action certifications, and non-discrimination statements. Vendors must submit comprehensive documentation including a W-9 form, ownership disclosure, bidder qualification questionnaire, and political contribution disclosure. While specific budget ranges are not explicitly stated, the contract covers maintenance services across multiple counties with potential for renewal. Contractors will be required to maintain contract-related documentation for five years and are subject to potential contract termination or debarment for non-compliance. Insurance requirements and detailed business qualifications will be critical for successful bidders. The procurement emphasizes transparency, ethical business practices, and comprehensive technical capabilities in managing complex instrumentation and control equipment for municipal water and wastewater systems.
