About this opportunity

The City of Tucson is seeking proposals for a comprehensive Maintenance, Repair, and Operations (MRO) Supplies, Parts, Equipment, and Materials contract through a Request for Proposal (RFP) #240078. The solicitation aims to establish a master agreement for procuring a diverse and extensive supply of MRO products and services for delivery to various locations in the Tucson metropolitan area, with potential nationwide participation through OMNIA Partners cooperative purchasing. Potential vendors must provide a wide range of product categories including lighting, safety, cleaning, electrical, plumbing, and fleet maintenance supplies, with an extensive catalog of over 1,995 line items across 25 product categories. The RFP requires firms to demonstrate capabilities in product distribution, implementation planning, and comprehensive service delivery. A mandatory pre-submittal conference is scheduled for February 20, 2024, via Microsoft Teams, with proposals due on March 28, 2024, at 2:00 PM local time. The initial contract term is three years, with potential extensions for two additional one-year periods, and vendors will be evaluated based on their ability to provide competitive pricing, nationwide distribution, and value-added services.

The procurement includes specific provisions for Section 3 compliance, which prioritizes employment and economic opportunities for low- and very low-income persons, particularly those receiving HUD housing assistance. Contractors must meet labor hour requirements, with 25% of total labor hours to be performed by Section 3 Workers and 5% by Targeted Section 3 Workers. The contract incorporates federal regulations including Buy America provisions, civil rights requirements, and disadvantaged business enterprise (DBE) participation guidelines. Potential vendors will be required to pay an administrative fee of 3% of contract sales and commit to making this master agreement their primary go-to-market strategy for public sector sales. The estimated annual contract volume is approximately $250 million, with the City of Tucson anticipating spending around $4 million over the full contract term. Compliance with various federal terms and conditions, including FTA and HUD regulations, will be mandatory, with potential consequences for non-compliance including contract termination, debarment, or suspension from future contracts.
