About this opportunity

Santa Cruz Metropolitan Transit District (Santa Cruz METRO) is seeking bids for a Maintenance Facility Upgrade for Hydrogen Fuel Cell Electric Buses (FCEBs) located in Santa Cruz, California. The procurement, identified as IFB No. 25-07, involves comprehensive upgrades to the existing gas detection system, specifically replacing the methane-specific polytron 8700 infrared methane detection transmitter and sensor with a polytron 8200 transmitter featuring a catalytic bead DQ sensor calibrated for hydrogen and methane detection. The project requires a Type A General Engineering Contractor License, with additional specialized licenses for fire protection, electrical, and HVAC work. Key deliverables include replacing gas detection panels, modifying HVAC system interlocks, adding signage to audible and visual alarm devices, and ensuring comprehensive electrical system integration. The bid submission deadline is August 11, 2025, at 2:00 PM PDT, with electronic submissions required through the Bonfire public portal. A pre-bid conference and job walk was scheduled for July 17, 2025, at 10:00 a.m., and the final project completion timeline is set at six months from the Notice to Proceed.

While there are no specific contract goals for Disadvantaged/Small Business Enterprises (DBE/SBE), the solicitation encourages outreach to these business types and requires bidders to complete a DBE Certification Form for all subcontractors, subconsultants, and suppliers. The project will be funded through Santa Cruz METRO's existing budget and requires compliance with prevailing wage rates and federal and state regulations. The contractor will be responsible for site preparation, safety, inspections, and final cleanup, with warranty provisions including 36 months for electronic components and 24 months for sensors. The facility, located at 138 Golf Club Drive, currently supports multiple fuel types including diesel and natural gas, and is preparing to incorporate hydrogen-fueled buses into its fleet. While no specific budget range is explicitly stated, the comprehensive nature of the electrical and gas detection system upgrades suggests a significant investment in modernizing the maintenance facility's infrastructure and safety systems.
