About this file
This document is Addendum No. 1 for the SCADA System Request for Proposals (RFP) issued by the City of Moab for its Water and Sewer Facilities, dated July 17, 2025. The addendum updates the project schedule, with key dates including a mandatory pre-proposal Zoom meeting on July 14, 2025, a site visit on July 23, 2025, at City Hall, and a proposal due date of August 21, 2025. The project encompasses the City of Moab and sections of Grand County extending to the Moab Golf Course, seeking a vendor to design and implement a SCADA (Supervisory Control and Data Acquisition) system. Only vendors who attended the mandatory pre-proposal meeting will be considered, and the final vendor selection is scheduled for September 11, 2025, with a City Council contract award recommendation on September 23, 2025.
The City currently has existing automation systems, including water level sensors, analog and Neptune water meters, with two locations using cellular connections and others using broadband radio communication. Vendors are required to provide comprehensive proposals including base costs for hourly design services, estimated design hours, and software and hardware costs. The City seeks dedicated devices for SCADA access, explicitly prohibiting mobile phone app access for safety reasons. The recommendation to the City Council for contract award is contingent upon successful negotiation of scope and fee with the selected vendor. A detailed project area KML file will be provided in a subsequent addendum, and vendors must demonstrate compatibility with existing systems and infrastructure.
