About this opportunity

Broward County is soliciting bids for the Main Library Plaza Renovation project located at 100 South Andrews Avenue in Fort Lauderdale, Florida. The project involves a comprehensive renovation of approximately 38,826 square feet of plaza space designated as a historical landmark, requiring vendors to furnish all labor, materials, equipment, services, and incidentals necessary for the renovation. Vendors must submit electronic responses through the BPRO system by February 13, 2026, and are required to attend a mandatory site visit prior to submission. Qualified bidders must possess either a State of Florida Certified General Contractor license or a Broward County Class "A" General Building Contractor license, and must perform at least ten percent of the total contract price without subcontracting. The scope of work includes pressure cleaning plaza surfaces, replacing concrete pavers and bands, renovating fountains and pools, installing new electrical systems and lighting, replacing irrigation systems, adding landscaping, and various structural repairs and waterproofing. Evaluation will be based on the lowest responsive, responsible bid, with a comprehensive review of all submitted documentation.

The procurement includes a mandatory County Business Enterprise (CBE) goal of 30 percent participation, requiring vendors to demonstrate commitment to utilizing small and local businesses in the project. Bidders must submit detailed documentation including a Letter of Intent for each CBE subcontractor or an Application for Evaluation of Good Faith Efforts if unable to meet the participation goal. The project does not specify an exact award value, but the comprehensive nature of the renovation and historical landmark status suggest a significant budget. Vendors must provide substantial bonding, with bid bonds required at five percent of the total bid price and performance and payment bonds at 100 percent of the contract amount. Additional requirements include comprehensive insurance coverage, criminal history screenings, and compliance with local ordinances regarding lobbying, subcontractor disclosures, and security protocols. Liquidated damages are established for project delays, with penalties of $591.50 per day beyond the Substantial Completion deadline and $394.23 per day beyond Final Completion.
