About this opportunity
The Florida Department of Management Services is issuing a Request for Proposals (RFP No. 24-80141800-RFP) to establish a State Term Contract for Mail Services across three service categories: Mail Processing, Courier Services, and On-Site Staffing Services. The contract requires vendors to process at least 1 million mail pieces monthly, provide statewide services in compliance with USPS requirements, and offer comprehensive mail management solutions. Respondents can propose for one or multiple service categories, with detailed technical requirements including mail sorting, printing, courier delivery, and on-site staffing. The evaluation will be point-based, with 700 points allocated to technical proposals and 300 points to cost proposals, totaling 1,000 possible points per service category. Vendors will be scored on experience, proposed solution, customer management, continuity of operations, and security procedures. Key dates include a non-mandatory pre-proposal conference on December 12, 2024, question submissions due by December 20, 2024, and proposal submissions due February 11, 2025 at 2:00 PM ET through the MyFloridaMarketPlace Business Network.
The procurement allows for multiple awards, with up to five vendors potentially selected per service category. Vendors with principal places of business in Florida will receive a 5% price preference, and the Department reserves the right to award contracts statewide, by region, or make no award. No specific set-asides for disadvantaged businesses are mentioned, but vendors must complete multiple certification forms addressing labor practices, foreign country affiliations, and compliance with state regulations. The current Mail Services State Term Contract has an average annual spend of approximately $19 million, though this does not guarantee future spending levels. Vendors with Corrective Action Plans within the last five years will receive a 10% reduction in their total final score. The contract will have an initial three-year term from July 1, 2025 to June 30, 2028, with potential for renewal, and includes provisions for price adjustments based on the Producer Price Index, not to exceed 3% annually.
