About this file
This is an Attachment D - Technical Proposal Instructions and Evaluation Criteria document for a Mail Services RFP (No. 24-80141800-RFP) issued by the Florida Department of Management Services. The document outlines how respondents must prepare and submit technical proposals for each Service Category they wish to provide services in (Mail Processing, Courier Services, or On-Site Staffing Services). Each technical proposal is limited to 20 pages and must include sections on Experience, Proposed Solution, Customer and Account Management, Continuity of Operations Plan, and Security Procedures. Each section is worth 140 points for a total of 700 possible points per Service Category.
The evaluation criteria for each section uses a four-tier scoring system (140/105/70/0 points) based on whether the respondent extensively, adequately, minimally, or does not demonstrate their capabilities in that area. Key requirements include demonstrating relevant experience with government entities, ability to provide services statewide, USPS compliance, customer issue resolution, contract monitoring, security procedures for handling Personal Identifiable Information (PII), and implementation of Continuity of Operations Plans. Respondents proposing multiple service categories must combine all technical proposals into one file but prepare separate responses for each category.
