About this opportunity

The Midpeninsula Regional Open Space District is seeking bids for the Madonna Creek Dam Repair Project, a critical infrastructure restoration initiative located in San Mateo County, California. The project requires a Class A Contractor to repair and stabilize the embankment immediately downslope of the lower dam, which sustained significant damage during the 2022/2023 winter storms due to a clogged spillway and subsequent overtopping. Key deliverables include restoring the eroded slope to its original grade using engineered fill, rock slope protection, and native vegetation, with specific environmental compliance requirements outlined in detailed supplemental conditions. Mandatory pre-bid site visits are scheduled for May 14 and May 21, 2025, with a bid opening on June 10, 2025, at 11:00 AM at the District's Administrative Office in Los Altos. The project timeline includes a contract award on July 9, 2025, on-site activities commencing on August 18, 2025, and work completion targeted for October 31, 2025. Contractors must adhere to extensive environmental protection protocols, including pre-construction biological surveys, compliance with Open Space Maintenance Program Best Management Practices, and specific environmental monitoring requirements.

The procurement does not explicitly indicate specific set-aside designations for disadvantaged enterprises. The estimated construction cost is $247,589, and the contract will be funded in whole or in part by federal funds, potentially including FEMA assistance. Bidders must comply with complex federal funding guidelines, including Davis-Bacon Act prevailing wage rates, Buy America preferences, and various procurement regulations. Specific qualifications include a Class A Contractor License and adherence to multiple federal requirements such as equal opportunity provisions, clean air and water standards, and anti-lobbying restrictions. The project involves working in environmentally sensitive areas, specifically the Miramontes Ridge Preserve, with critical habitat considerations for species like the California red-legged frog. Contractors will need to demonstrate significant environmental management capabilities, including phytosanitation protocols to prevent Phytophthora contamination and comprehensive waste diversion strategies. Additional requirements include submitting Labor and Materials Payment Bond, Performance Bond, Proof of Insurance, and a signed Agreement by July 25, 2025.
