About this opportunity
The State of Nevada, Office of the Military, is soliciting competitive bids for water heater replacement services at the Las Vegas Readiness Center located at 4500 West Silverado Ranch Road, Las Vegas, Nevada. This procurement involves the removal of an existing 100-gallon natural gas storage water heater (State model SUF100199NE) and installation of a new high-efficiency tankless water heating system consisting of two Rinnai CX199IN condensing units, along with comprehensive ancillary work including water treatment system installation, gas line and regulator modifications (with a new dedicated 3/4" medium-pressure gas line from the building meter), flue and ventilation modifications compliant with 2024 UPC standards, and all necessary sealing, patching, and painting. Contractors must furnish all equipment, materials, labor, engineering, supervision, commissioning, and permits required for project completion. Required deliverables include manufacturer technical data sheets, preliminary design and engineering submittals, photo documentation at project stages, testing and commissioning documentation, engineer-stamped as-built drawings and calculations prepared by a licensed Professional Engineer, operation and maintenance manuals, warranty documents, and a complete closeout package. The equipment must meet stringent performance requirements including minimum 96 percent thermal efficiency per AHRI 1010 standards, 13.5 GPM minimum hot water capacity, commercial-grade certification for continuous operation, UL 199/CSA 4.3 listing, remote monitoring capability with BACnet/IP or Modbus integration, and Low-NOx compliance, with minimum warranty terms of six-year heat exchanger, five-year parts, and one-year labor. Proposals will be evaluated based on five weighted criteria: Demonstrated Technical Competence and Specialization (25 points), Past Performance on Similar or Previous State or Government Contracts (25 points), Availability of Key Personnel and Familiarity with Facilities (15 points), Compliance and Safety (15 points), and Cost Factor (20 points), with financial stability evaluated on a pass-or-fail basis. The bid release date was February 23, 2026, with the initial bid submission deadline of March 25, 2026, subsequently extended to April 8, 2026 (April 9, 2026 as posted), and work is scheduled to commence Monday through Friday, 7:00 AM to 5:00 PM upon Board of Examiners approval with a contract term of approximately two years expiring on or about March 25, 2028.
The solicitation does not specify any set-aside designations for disadvantaged enterprises or restrictions limiting bidder eligibility based on organizational status. All qualified vendors meeting the mandatory requirements are eligible to submit proposals. Contractors must possess a current Nevada Business License, Nevada Contractors License if applicable, proof of Commercial General Liability insurance ($2,000,000 general aggregate), Commercial Automobile Liability insurance ($1,000,000 combined single limit), and Workers' Compensation insurance in statutory amounts, with all insurance certificates naming the Office of the Military as certificate holder and additional insured. Vendors must also register with the State of Nevada Controller's Office and the NevadaEPRO eProcurement system and demonstrate capability for electronic fund transfer payments. The procurement documents do not identify any incumbent contractors or current service providers. Work must conform to applicable Nevada building codes, Clark County Building Department amendments, NFPA standards (NFPA 54 and NFPA 70), and manufacturer specifications. The payment structure consists of 75 percent upon completion of construction when the installation is complete and operational, and 25 percent upon delivery and acceptance of the complete closeout package. While specific budget or award values are not disclosed in the solicitation documents, a 30-year Life Cycle Cost Analysis prepared by Etchemendy Engineering Inc. indicates that the Rinnai CX199IN system for the kitchen application carries estimated initial costs in the $90,000 range with 30-year total life-cycle costs of approximately $224,000, providing comparative cost benchmarks for bidding purposes.
