About this file
This is a 30-Year Life Cycle Cost Analysis prepared by Etchemendy Engineering Inc. for the Nevada Army National Guard's Las Vegas Readiness Center located at 6600 Range Road in Las Vegas, Nevada. The analysis examines two separate domestic hot water system replacement scenarios for the 80,460 square-foot facility. Plant #1 serves the general building with an estimated demand of 28 gallons per minute at 105°F leaving water temperature, while Plant #2 serves the commercial kitchen with an estimated demand of 13.5 gallons per minute. The study evaluates four proposed system alternatives: two Intellihot iQ251 instantaneous water heater configurations and two Rinnai CU199i instantaneous water heater configurations, comparing them against the existing gas-fired storage water heater systems. The analysis was prepared on June 15, 2023, with a base date of June 1, 2023, and service date of October 1, 2024, utilizing a 30-year study period through May 31, 2053.
The analysis reveals significant cost differences among the proposed systems using NIST Building Life-Cycle Cost (BLCC) methodology. For Plant #1, the Intellihot system carries an initial investment of $118,434 with a 30-year total life-cycle cost of $423,081, while the Rinnai system costs $93,946 initially with a 30-year total cost of $346,759, representing net savings of $76,322. For Plant #2, the Intellihot system totals $305,142 over 30 years compared to the Rinnai system at $223,966, yielding savings of $81,176. Both instantaneous heater options require installation of water softening systems due to local water hardness of approximately 265 ppm (15 gpg), which exceeds manufacturer specifications. The Rinnai systems are recommended as the most cost-effective solution for both plants, with lower initial investment costs, reduced replacement expenses, and superior long-term economic performance despite slightly higher energy consumption.

General Scope
This life-cycle cost analysis has been developed to examine two separate water heating replacement scenarios for the existing Las Vegas Readiness Center located at the 6600 Rand Road in Las Vegas, Nevada. Within this facility there are two separate domestic hot water systems serving the building. One system is a single storage gas-fired water heater serving the commerical style kitchen. The other system utilizes (2) two storage gas-fired water heaters serving the remainder of the buidling. This study will cover both systems in the building and is at the request from Nevada Army National Guard Office of Installation and Environment Scope of Work summary dated August 12, 2022.
The existing building is comprised of ±80,460 square feet of office, assembly and kitchen areas.
Calculation Basis
The following criteria were used in determining the water heating loads & usages for systems.
Location: Las Vegas, NV Elevation: 2,050 ft Schedule: 6 am – 6 pm Sun-Sun
Domestic Hot Water Temperature Req: Ground Water = 57°F, Hot Water Setpoint = 130°F, ΔT 73°F Leaving Water Temp: Plant #1 = 105°F minimum delivery to showers Plant #2 = 110°F minimum delivery to kitchen faucets/dishwasher
Water Rate: $1.40/1,000 gallons Electrical Rate: $0.12 kWh – (Facility & Demand Charge Avg = $1,000) Gas Rate: $1.05/therm – (Facility & Demand Charge Avg = $400) Utility rates used were obtained from recent billing statement for the facility
System Descriptions & Construction Feasability
Original System The existing building plant domestic water heating system (Plant #1) utilizes two State model SUF100199NE gas-fired storage water heaters. Each water heater has a 100 gallon tank capacity, 199,900 btuh gas input and a 227.76 gal/hr recovery. These water heaters feed all fixtures within the building with the exception of the commercial kitchen. The estimated demand of this system is approximated at 28 gallons a minute @ 105°F leaving water temperature (LWT). It was determined that the worst case load on the heater were if all showers were in use simultaneously. This calculation can be found in Appendix A Table A1 on how to gallons per minute were calculated.
The second domestic water heating system (Plant #2) in this building serves only the commercial style kitchen. This hot water heating system is a State model SUF100199NE gas-fired storage heater with 100 gallon of storage and 199,999 btuh gas input. The estimated demand of this system is approximated at
13.5 gallons a minute. This can be found in Appendix A Table A2 on how to gallons per minute were calculated.
The building has a single gas service that runs through the building at 5 psi according to asbuilt drawings.
This 5 psi gas line is routed to two regulators. These regulators reduce the pressure from 5 psi to 7” w.c.
The first regulator is located in the mechanical room and serves two existing heating hot water boilers and plant #1 existing domestic hot water heaters. This regulator is set at 3000 CFH. Second regulator is located above the ceiling at the entrance to the commercial kitchen. This regulator is sized for 762 CFH and serves plant #2 existing domestic hot water heater.
Existing Flue piping is routed in 3” CPVC through the roof. Concentric terminations were not used and therefore there are (2) flue, (2) combustion air for the plant water heater system and (1) flue, (1) combustion air for the kitchen water heater system.
Existing plant and kitchen hot water systems have hot water recirculation installed. For this report this existing hot water recirculation system is to remain in place and be utilized by both proposed systems.
Energy losses incurred by the recirculation system are assumed to be consistent in the considered system scenarios and therefore will be considered the same energy cost in the life cycle cost calculations.
Proposed Plant #1 System #1 – Intellihot Instantaneous Water Heating System The proposed replacment equipment for plant system #1 are (3) three Intellihot model iQ251. This domestic water heating system is an on demand instananeous water heater. This water heater is constrcuted of 316L Stainless Steel. These heaters have the ability to be rack mounted and accomodate multiple heaters of the same size. When connected these heaters will internally be able to cascade and have an individual turn down ratio of 8.3:1. This product is Energy Star certified with a thermal efficiency of 0.96 and a uniform energy factor of 0.93.
Each of these Intellihot water heaters can produce 10.3 gpm @ 48°F ΔT. In order to achieve the 28-gpm requirement, it is or recommendation that (3) of these units be installed. Three units would require 753,000 btuh of gas input. The new total load of the regulator at the boiler room would be 3,353 CFH.
This is an increase of 353 CFH when compared to the current load listed on the as-built drawings. Based on initial investigation of the regulator the existing regulator is capable of 5,700 CFH. The downstream piping of the regulator is 2-½”. According to 2018 UPC Table 1215.2(1) Natural gas piping less than 2psi @ 20’ developed length from the regulator to the appliance, A 2-½” pipe has the capacity of 4,400 CFH.
The branch piping to the existing water heater is 2” (larger than the as-built plans indicate as 1”). This 2” is sufficient to carry the capacity of 753 CFH needed for the three Intellihot Water Heaters. There will be some downtime at the boilers to install a valve on the water heater branch line to modify the piping as necessary to connect the new water heaters.
Flue piping from these three units can be manifolded and vented together. Installation instructions indicate maximum distance for 3 units with 4” piping is 30 feet. Existing terminations will have to be increased from 3” to 4”.
This proposed system will require the installation of a water softner system per the manufacturer’s installation requirements. The manufacturer cannot gaurentee the warranty if the grains per gallon (gpg) exceed 11 gpg with an incoming pressure of 40 psi. Per Las Vegas Valley Water District 2022 water quality report it is documented that the hardiness in this area is approximately 265 ppm or 15 gpg. This will be an additional cost and maintenance item moving forward with the instataneous heaters.
Proposed Plant#1 System #2 – Rinnai Instantaneous Water Heating System The proposed equipment for plant system #2 is (4) four Rinnai model CU199i. This domestic water heating system is an on demand instananeous water heater. This water heater is constrcuted of Stainless Steel. Has the ability to be rack mounted and accomodate multiple heaters of the same size. When connected these heaters will internally be able to cascade and have an individual turn down ratio of 7.5:1.
This product is Energy Star certified with a thermal efficiency of 0.97 and a uniform energy factor of 0.93.
Each of these Rinnai water heaters can produce 7.8 gpm @ 48°F ΔT. In order to achieve the 28-gpm requirement, it is or recommendation that (4) of these units be installed. Four units would require 796,000 btuh of gas input. The total load of the regulator in the boiler room would be 3,396 CFH. This is an increase of 396 CFH when compared to the current load listed on the plans. As referenced in System #1 the existing gas regulator and piping are sufficient in size. Modifications to the branch piping will be necessary for the new water heater installation.
Flue piping from these four units can be manifolded and vented together. Installation instructions indicate maximum distance for 4 units with 4” piping is 65 feet. Existing terminations will have to be increased from 3” to 4”.
Rinnai’s I&OM indicates total hardness should not exceed 200 mg/L. The conversion of mg/L to ppm is nearly 1 mg/L = 1 ppm for water. With 265 ppm indicated as the hardness level in the area a softner will be necessary.
Proposed Plant #2 System #1 – Intellihot Instantaneous Water Heating System The proposed replacment equipment for plant system #2 are (2) two Intellihot model iQ251. Each of these Intellihot water heaters can produce 9.6 gpm @ 53°F ΔT. In order to achieve the 13.5-gpm requirement, it is or recommendation that (2) of these units be installed. Two units would require 502,000 btuh of gas input. The total load of the regulator at the kitchen room would be 1,064 CFH. This is an increase of 302 CFH when compared to the current load listed on the plans. Kitchen equipment gas loads are listed as 562 MBH. Based on initial investigation of the regulator the existing regulator is capable of 5,700 CFH. A ¾” medium pressure gas (mpg) pipe is routed from the boiler room to the kitchen. The total developed length of this pipe from the meter to regulator is estimated to be 500 feet, accounting for elevation & fittings. According to 2018 UPC Table 1215.2(6), the capacity of this pipe is 802 CFH. The added load to the system would be over the capacity per the plumbing code. In order for the 5 psi piping to be sufficiently size the piping would have to be replaced with 1”.
Flue piping from these two units can be manifolded and vented together. Installation instructions indicate maximum distance for 3 units with 4” piping is 65 feet.
Proposed Plant#1 System #2 – Rinnai Instantaneous Water Heating System The proposed equipment for plant system #2 is (2) two Rinnai model CU199i. Each of these Rinnai water heaters can produce 7.8 gpm @ 53°F ΔT. In order to achieve the 13.5-gpm requirement, it is or recommendation that (2) of these units be installed. Two units would require 398,000 btuh of gas input.
The total load of the regulator in the kitchen room would be 960 CFH. This is an increase of 198 CFH when compared to the current load listed on the plans. As referenced in System #1 the existing gas regulator sufficient in size. The incoming piping feeding the regulator is undersized per the code and should be replaced with 1”.
Flue piping from these four units can be manifolded and vented together. Installation instructions indicate maximum distance for 2 units with 3” piping is 65 feet. Existing terminations can be utilized
Rinnai’s I&OM indicates total hardness should not exceed 200 mg/L. The conversion of mg/L to ppm is nearly 1 mg/L = 1 ppm for water. With 265 ppm indicated as the hardness level in the area a softner will be necessary.
