About this file

This Scope of Work document is issued by the Nevada Army National Guard Office of Installations and Environment for a kitchen water heater replacement project at the Las Vegas Readiness Center (LVRC) located at 4500 West Silverado Ranch Road, Las Vegas, Nevada 89139. The project requires vendors to furnish all equipment, materials, labor, engineering, supervision, commissioning, and permits necessary to remove an existing 100-gallon natural gas hot water heater (State model SUF100199NE) and replace it with a new tankless water heating system consisting of two Rinnai CX199IN condensing tankless water heater units. The scope includes demolition and removal of existing equipment, installation of a water treatment system, modifications to gas lines and regulators including a new dedicated 3/4" medium-pressure gas line from the building's meter, flue and ventilation modifications to accommodate the condensing system, and all necessary sealing, patching, and painting. The project schedule is to be determined by the NVARNG Project Manager, and vendors are responsible for verifying all existing gas regulator capacity, pipe lengths, and system requirements prior to bid submission.

The payment schedule consists of 75 percent upon completion of construction when the installation is complete and the system is operational, and 25 percent upon delivery and acceptance of the complete closeout package including commissioning reports and engineer-stamped as-built drawings. Vendors must meet specific performance requirements including a minimum 96 percent thermal efficiency, 13.5 GPM minimum capacity, remote monitoring capability with BACnet/IP or Modbus integration, Low-NOx compliance, and minimum warranty terms of 6-year heat exchanger, 5-year parts, and 1-year labor. Deliverables include manufacturer technical data sheets, preliminary design and engineering submittals, photo documentation, testing and commissioning documentation, engineer-stamped as-built drawings and calculations prepared by a licensed Professional Engineer, Operation and Maintenance manuals, warranty documents, and a complete closeout package. Prior to contract approval, vendors must provide a State of Nevada Business License, proof of liability and worker's compensation insurance naming the Office of the Military as certificate holder and additionally insured, current vendor registration with the State of Nevada Controllers Office, and capability for electronic fund transfers for payment.

Nevada Army National Guard Office of Installations and Environment Scope of Work Summary

Date: March 27, 2026 Project: Kitchen Water Heater Replacement at Las Vegas Readiness Center

General Intention: This Scope of Work is intended to include all work required to complete the project described below. Vendors who submit proposals are required to include and disclose in their proposal all work deemed necessary to complete the project.

Task(s): Furnish all equipment, materials, labor, engineering, supervision, commissioning, and permits necessary to remove an existing natural gas hot water heater and replace with a new tankless system for the Las Vegas Readiness Center kitchen area. The existing natural gas unit shall be replaced with a Rinnai CX199IN tankless water heater system.

Scope of Work: This project involves the replacement and modernization of the kitchen’s domestic hot water system. The existing gas-fired storage water heater is at the end of its service life and will be replaced with a high-efficiency, condensing instantaneous (tankless) water heating system. Work includes furnishing, installing, and commissioning a complete and operational system, including related gas piping, and ventilation. All work shall conform to applicable building codes and regulations as adopted by the State of Nevada, local ordinance, and manufacturer. The bid proposal should include, but is not limited to, the following tasks and details:

• Demolition and Removal o Disconnect and remove the existing 100-gallon gas-fired storage water heater (State model

SUF100199NE).

o Remove all associated piping, fittings, vents, and components as necessary.

o All materials and equipment to be removed by the Contractor and not reinstalled or recycled under this contract, including debris generated by this project, shall be legally disposed of off-site by the Contractor in accordance with all applicable environmental regulations.

• Instantaneous Water Heating System o Furnish and install a new tankless water heater rack system consisting of two (2) high-efficiency, fully condensing Rinnai CX199IN tankless water heater units.

o Units shall be properly sized and configured for simultaneous operation and connected to the existing hot water recirculation system.

o Furnish and install a water treatment system, such as the specified Scalecutter filter system or an equivalent that meets the manufacturer's water quality requirements for warranty compliance.

• Gas Line and Regulator Modifications o Furnish and install a new dedicated 3/4” medium-pressure gas line from the building’s gas meter to the kitchen water heater room.

o The total developed length of existing pipe from the meter to regulator is estimated to be 250- 500 feet, accounting for elevation and fittings. It is the contractor’s responsibility to verify all pipe lengths.

New medium-pressure gas line can be run on the interior or exterior of the building.

o Piping shall be sized in accordance with 2024 UPC and to meet the BTU demand of the new units.

o Install a new step-down regulator to drop gas pressure from the distribution pressure to the appliance's required inlet pressure (e.g., 5 psi to 7” WC).

o The contractor must verify that the existing gas meter and primary regulator have adequate capacity for the new load. Any required upgrades must be included in the bid.

It is the vendor’s responsibility to verify existing gas regulators are properly sized to meet CFH capacity and BTU delivery based on code and new system requirements.

Existing gas regulator (5,700 CFH capacity).

• Flue and Ventilation o The contractor shall verify that the existing 3" venting material and configuration are compliant with the new condensing water heater manufacturer's specifications. High-efficiency condensing appliances often require specific materials (e.g., PVC, CPVC, or stainless steel) due to the corrosive nature of the condensate. The existing venting may not be appropriate.

o The contractor shall manifold the flue piping from both water heaters as per the manufacturer's instructions and in line with 2024 UPC.

o Any modifications or penetrations to the roof must be coordinated with the NVARNG Project Manager to ensure the roof warranty is maintained.

o These tasks may be subcontracted but must be included in the contractor’s bid for a complete, finished system.

• Paint, Patch, and Sealing o Professionally seal all roof and wall penetrations to maintain weather and air barriers.

o Patch and paint any affected interior drywall surfaces to match existing finishes.

• Performance Requirements o Condensing Design: Unit shall be a fully condensing type with stainless steel or equivalent corrosion-resistant heat exchangers to maximize thermal efficiency and service life.

o Commercial Grade: Designed and certified for continuous operation in a commercial facility.

o Thermal Efficiency: Minimum 96% thermal efficiency per AHRI 1010 standard.

o Capacity: Minimum 13.5 GPM at the specified temperature rise (system total).

o Redundancy: Multiple independent heating modules allowing continued operation in the event of a module failure.

o Monitoring & Controls: Remote monitoring capability with BACnet/IP or Modbus integration for building management system connectivity.

o Warranty: Minimum 6-year heat exchanger warranty, 5-year parts warranty, and 1-year labor warranty.

o Certifications: UL 199 / CSA 4.3 listed and compliant with ASME Section IV for pressure vessels.

o Low-Emissions: Low-NOx compliance per SCAQMD Rule 1146.2 or equivalent.

o Serviceability: Unit design must allow replacement of internal components without removing the entire system from its installed location.
