About this opportunity
Lunenburg County Public Schools is issuing an Invitation to Bid (ITB) for the construction of a baseball field at Lunenburg Middle School located in Victoria, Virginia. The project scope includes excavation and earthwork preparation of infield dirt and grass seed, perimeter fencing, two dugouts, two bleacher stands, concrete walkways with ADA accessibility, a bullpen area, and utility installations for future scoreboard and concessions equipment, as well as underground electric power and water line connections. The contractor must comply with Virginia Department of Environmental Quality regulations, implement comprehensive erosion and sediment control measures in two phases, and engage a certified Responsible Land Disturber throughout construction. All work must be completed on a lump-sum basis with substantial completion required by October 1, 2026, and final completion by November 6, 2026, within ten working days of contract execution or Notice-to-Proceed. Sealed bids must be submitted to Paul Caley, Director of Facilities, by 2:00 PM on Thursday, April 16, 2026, at the School Board Office located at 1009 Main Street, Kenbridge, Virginia 23944. A non-mandatory pre-bid conference will be held on Wednesday, March 25, 2026, at 3:30 PM at the project site, and written pre-bid questions must be submitted by 5:00 PM on April 2, 2026, to Jeff Harris at RRMM Architects. Bidders must be registered Virginia contractors in compliance with Title 54, Chapter 7, of the Code of Virginia, and construction documents are available electronically through eVA-Virginia's eProcurement Marketplace beginning March 20, 2026.
The procurement contains no specific set-aside designations for disadvantaged enterprises, though all contractors and subcontractors must comply with nondiscrimination provisions, maintain a drug-free workplace, and comply with federal immigration law as outlined in the State Law Addendum. All personnel with direct student contact must pass criminal background certification, and contractors must pay subcontractors within seven days of receiving School Board payments with interest charges at one percent monthly on late payments. A bid bond equal to five percent of the total bid amount is required at submission, and the successful bidder must furnish performance and payment bonds each equal to 100 percent of the contract price. Liquidated damages are assessed at $500.00 per calendar day for failure to achieve the final completion date, though time extensions may be granted for abnormal inclement weather or supply chain delays upon proper documentation. A $15,000 contingency allowance is included for unforeseen conditions, and one bid alternate is offered for installation of a 4-foot chain link fence around the perimeter; specific budget ranges or award values are not disclosed in the procurement documents.
