About this opportunity
The City of Newark, New Jersey is soliciting bids for Invitation to Bid (ITB) 2025-102 to procure lumber and building materials of all kinds through its electronic ProcureNow portal. This procurement encompasses 145 line items across a two-year contract period, including various lumber types such as framing strips, Douglas fir, treated lumber, pine, plywood, hardboard, sheetrock, and miscellaneous building materials with specific unit pricing requirements for items such as 2"x4" lumber in various lengths, pressure-treated lumber, cedar shingles, and plywood sheets. All pricing must be firm for the entire contract term and quoted on an F.O.B. destination basis with inside delivery included at no additional cost to the City; bidders must maintain reasonable quantities of products on hand and provide new, good quality items from current manufacturer production. Bids will be received electronically until 10:15 a.m. on Friday, December 12, 2025, with a question deadline of December 8, 2025 at 12:00 p.m., and the bid opening will be conducted in real time at the Division of Central Purchasing with a virtual option available via Zoom. All bids must include delivery, shipping, handling, labor, and materials costs within the quoted price, and the City reserves the right to adjust contract amounts based on actual needs, with no minimum purchase quantities guaranteed. The City will award to the lowest responsive and responsible bidder in accordance with New Jersey statutory requirements and reserves the right to increase or decrease quantities based on actual requirements and to award to multiple vendors by line item if deemed appropriate.
Bidders are required to comply with New Jersey affirmative action requirements, provide proof of business registration, submit non-collusion affidavits, complete Statement of Ownership Disclosures, and certify non-involvement in prohibited activities in Iran and Russia-Belarus through the required standard bid documents. All vendors must complete a Federal Non-Debarment Certification form to confirm they are not debarred from contracting with federal government agencies, and must provide a Form W-9 for tax identification purposes. The City is exempt from state and local sales taxes and will not reimburse such taxes included in invoices. Replacement items introduced by manufacturers during the contract period may be substituted with appropriate manufacturer notification. No specific set-aside designations for disadvantaged enterprises, incumbent vendors, or contract values are disclosed in the procurement documentation, and no existing infrastructure or technology integration requirements are identified.
