About this opportunity

The Florida Department of Agriculture and Consumer Services is pursuing a single-source procurement for a "Fresh from Florida" Grocery Retailer Marketing Program with Lowes Foods, targeting marketing promotions for Florida agricultural products through June 30, 2026. This statutorily mandated fifteen business day advertisement seeks to establish a contract for comprehensive marketing activities across Lowes Foods' East Coast retail grocery stores. The procurement will focus on promoting Florida-produced agricultural goods including produce, seafood, meat, and horticulture through multiple advertising channels such as circular advertisements, in-store promotions, magazines, television, and social media platforms. Specific deliverables include drafting weekly sale flyers featuring Florida agricultural products, creating and distributing in-store signage, coordinating in-store promotions, publishing vendor-specific publications, and managing social media posts. The solicitation was posted on 06/16/2025, with the last day for receipt of information set for 07/08/2025, and prospective vendors who believe they can provide similar commodities or services are invited to submit relevant information to the designated contact person.

The contract opportunity appears to be specifically targeted to Lowes Foods as a non-paid member of the "Fresh From Florida" Industry Membership program, with no explicit set-aside designations or restrictions for disadvantaged enterprises mentioned. The procurement is authorized under Florida Statute 571.2: Florida Agricultural Promotional Campaign Act, and is being conducted within Leon County's jurisdiction. The estimated total contract value ranges from $40,000 to $60,000, with Lowes Foods identified as the sole source vendor due to their unique capabilities in planning and executing marketing activities across their retail network. The single-source justification is predicated on Lowes Foods' distinctive ability to implement comprehensive marketing strategies that effectively promote Florida agricultural products. If no alternative vendors can demonstrate comparable capabilities after the information submission period, the Department will proceed with posting its intended decision to enter an agreement with Lowes Foods on the Vendor Information Portal, in accordance with Section 120.57(3) of Florida Statutes.
