About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Agriculture and Consumer Services for a marketing program with Lowes Foods. The procurement seeks to execute a contract for the "Fresh from Florida" Grocery Retailer Marketing Program through June 30, 2026, with an approximate contract amount of $40,000 and a total estimated budget of up to $60,000. The solicitation was posted on 06/16/2025, with the last day for receipt of information set for 07/09/2025, and focuses on promoting Florida agricultural products through various marketing channels including circular advertisements, in-store promotions, magazines, television, and social media advertising.

The single-source justification is based on Lowes Foods' unique capabilities in the East Coast region, specifically their ability to plan and execute comprehensive marketing activities such as drafting weekly sale flyers featuring Florida agricultural products, creating and distributing in-store signage, coordinating in-store promotions, publishing vendor-specific publications, and managing social media posts. The procurement is authorized under Florida Statute 571.2 (Florida Agricultural Promotional Campaign Act) and requires the vendor to be a non-paid member of the "Fresh From Florida" Industry Membership program. Prospective vendors are invited to provide information demonstrating their ability to supply similar services, with the potential for the Department to proceed with Lowes Foods if no comparable alternatives are identified.
