About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Agriculture and Consumer Services, focusing on a "Fresh from Florida" Grocery Retailer Marketing Program with Lowes Foods. The document outlines a contract to execute marketing promotions through June 30, 2026, specifically aimed at promoting Florida agricultural products (produce, seafood, meat, horticulture) through various advertising channels including circular advertisements, in-store promotions, magazines, television, and social media. The solicitation was posted on 06/16/2025 with a last day for receipt of information of 07/08/2025.
The estimated total contract value ranges from $40,000 to $60,000, with Lowes Foods identified as the sole source vendor due to their unique capabilities in planning and executing marketing activities across their East Coast retail grocery stores. The justification for single-source acquisition includes Lowes Foods' ability to draft weekly sale flyers featuring Florida agricultural products, create and distribute in-store signage, coordinate in-store promotions, publish vendor-specific publications, and manage social media posts. The vendor is required to be a non-paid member of the "Fresh From Florida" Industry Membership program, and the marketing efforts are authorized under Florida Statute 571.2: Florida Agricultural Promotional Campaign Act.
