About this opportunity

The Connecticut Port Authority, a quasi-public agency of the State of Connecticut, issued a Request for Proposal on March 23, 2026, seeking long lead electrical equipment to support the New London State Pier Shore Power Project located in New London County. The procurement addresses the supply and installation of electrical infrastructure to enable docked marine vessels to connect to the local electric grid for powering onboard services as an alternative to diesel engine operation. Specifically, vendors must provide long lead electrical equipment for modifying an existing high-voltage shore power outlet at the southern station and installing an additional high-voltage shore power outlet and low-voltage shore power outlet on the northern side of the berth. The solicitation remains open to vendor questions and answers from March 23, 2026 at 2:15 PM EDT through April 2, 2026 at 4:00 PM EDT, with proposals due on April 24, 2026 at 4:00 PM EDT. Delivery terms are specified as Free On Board Destination, with payment terms to be vendor-specified. No specific evaluation criteria or required qualifications are detailed in the available documentation, and interested parties may direct inquiries to Jill Dowling-Moreno at the Connecticut Port Authority by telephone at 860-577-5174 or email at info@ctportauthority.com.

The solicitation is open to all vendors without set-asides, restrictions, or disadvantaged enterprise designations. No incumbent vendors or current contractors are identified in the procurement documentation. The project requires integration with the existing electrical infrastructure at the New London State Pier, including modification of the current high-voltage shore power outlet system and coordination with new installations on the northern berth side. No estimated total contract value or budget range is provided in the solicitation materials. Interested vendors should access the complete RFP documents through the Connecticut Port Authority website at https://ctportauthority.com/business-opportunities-and-public-notices/ for detailed specifications and submission requirements.

Opportunity text

Created in 2014, Connecticut Port Authority (Authority) is a quasi-public agency of the State of Connecticut whose primary responsibility is to market and coordinate the development of the State's ports and maritime economy. The Authority's New London State Pier (NLSP) Shore Power Project consists of purchasing mobile shore power equipment, furnishing and installing supporting shore power infrastructure at NLSP as more particularly described herein. This will enable docked marine vessels to connect to the local electric grid to power onboard services instead of running their diesel engines. In order to support this Project, the Authority is requesting proposals from firms for the supply of long lead electrical equipment for the modification of the existing high-voltage shore power outlet (SPO) at the southern station and an additional high-voltage SPO and low-voltage SPO on the northern side of the berth.
