About this opportunity
The City of Long Beach is seeking a qualified organization to provide youth services under the Long Beach Reentry Services Program (RFP HE-25-527), with proposals due October 31, 2025. The organization must maintain a principal place of business or satellite office in Long Beach. A local preference program awards up to 10 percentage points to Long Beach–based vendors: 5 points for maintaining a principal place of business with a current City business license and seller's permit, plus an additional 5 points if the licensed address is a brick-and-mortar or commercial location.
The scope encompasses comprehensive services for justice-involved youth ages 15–24 who have been arrested, charged with, or convicted of an offense and identify as needing mental health and/or substance use treatment. Deliverables include outreach and individualized assessments, trauma-informed mental health counseling and substance use treatment (in-house or by referral), education and vocational training (GED, high school diploma, trades such as carpentry and coding), employment readiness and job placement assistance, housing support (referrals and direct provision), mentorship with up to 12 months post-exit case management, legal and reentry support including record expungement assistance, family engagement and parenting skills training, and cultural and recreational activities. Programs must serve at least 50 unduplicated youth annually, connect 50% of enrollees to education pathways, provide job readiness training to 50%, and facilitate restorative justice circles for 75% of enrollees. Services must be culturally competent and available in Spanish, Khmer, and Tagalog. Proposers must demonstrate at least three years of experience serving justice-involved youth and trauma-informed care practices.
The contract term extends from execution through March 2028 with an option to renew for two additional one-year periods. Total available funding is $500,000 covering the entire contract period through March 2028, with quarterly reimbursement based on approved performance reports. Funding scales based on activity level and enrollment. Proposers must allocate a minimum of 30% of funds to subcontractors with no more than 10 employees; indirect costs are capped at 10%. Evaluation criteria assigned weights: Organizational Capacity & Experience (30%), Method of Approach (30%), Communications & Reporting (20%), Reasonableness of Cost (10%), and Commitment to Racial Equity (10%). Written questions are due October 9, 2025, with responses posted October 17. An optional pre-proposal meeting was held September 30. Addendum 2 and Addendum 1 (Q&A) must be acknowledged and submitted with proposals.
