About this opportunity

The Commonwealth of Kentucky Department of Parks is requesting bids for the provision and installation of window treatments in lodge rooms at Blue Licks State Resort Park, with bids due August 11, 2026, at 1:30 p.m. ET. Kentucky resident bidder preferences and preferences for qualified bidders (nonprofits serving individuals with disabilities and Kentucky Correctional Industries) apply, with preference equal to 15 to 20 percent of maximum points awarded under KRS 45A.490-494 and KAR 200 5:410.

The scope covers manually operated double roller shades with Sheerweave by Phifer Style SW7001 Room Darkening Fabric in color S51 Birch for 32 lodge rooms (36 windows total, approximately 96 inches wide by 54 inches long) and single roller shades for 32 lodge room doors (34 doors total, 21 inches wide by 71 inches long). Two ADA-compliant rooms (109 and 201) require motorized shades instead of manual mechanisms. All shades must meet ANSI/WCMA standards and NFPA 701 flame-test compliance. The contract includes removal and disposal of existing window treatments, field verification of all measurements (the contractor's responsibility), and expert installation. Installation must be completed within ten weeks of contract award, with tentative installation scheduled for late October or early November 2026. A 25-year limited warranty on hardware and shade fabric is required.

Evaluation uses a best-value approach weighted 90 points for price and 10 points for delivery and installation time. Bidders must submit Commercial General Liability Insurance evidence with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate prior to award. Proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date. Price increases are prohibited during the first twelve months of the contract; decreases must be reflected immediately. An optional site visit occurred on July 28, 2026; a post-award site visit is mandatory for the successful bidder. Bidders were required to submit written questions by July 28, 2026. Bids must be submitted electronically and include acknowledgment of all terms and conditions in Attachment A.
