About this opportunity

The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Technical College System of Georgia (TCSG), is procuring comprehensive master planning services for Gwinnett Technical College's Lawrenceville and Alpharetta campuses through a two-tiered qualifications-based selection process. The scope of work encompasses five planning phases: mobilization and goals establishment, analysis of current conditions, master planning and development framework, implementation strategy, and finalization and approval. Deliverables include an executive summary, college profile, comprehensive facilities analysis reports with graphics and space utilization data, conceptual plans and diagrams, phasing plans with cost matrices, and a final master plan document to be completed within eight months of the Notice to Proceed. Minimum qualifications require firms to be registered to do business in Georgia, maintain good standing on public contracts, and not be debarred or suspended from state or federal contracting. Step I evaluation emphasizes firm stability (25 percent), project experience and team qualifications with master planning experience in higher education (45 percent), and approach and suitability including methodology, timeline, and team proximity to the project (30 percent); Step II shifts focus to team qualifications and experience (35 percent), project approach and deliverables including schedule, budget control, and capital planning software capabilities (40 percent), and overall interview performance (25 percent). Key deadlines include a Statement of Qualifications due date of January 21, 2026, at 2:00 PM (Atlanta time), with written questions deadline extended to January 5, 2026, at 2:00 PM; a mandatory pre-interview meeting scheduled for February 2, 2026, at 1:30 PM; and finalist firm interviews on February 11, 2026, with an additional written questions deadline for finalists set for February 5, 2026, at 2:00 PM.

Proposers must complete a Certification Form, Contractor Affidavit under O.C.G.A. 13-10-91(b)(1) certifying E-Verify compliance, and a Disclosure Statement addressing prior business relationships and conflicts of interest. Georgia-based proposers receive reciprocal preference in the evaluation process. All responses must be submitted electronically in PDF format to the GSFIC Egnyte FTP site and must not exceed 50 pages excluding licenses and required forms. The scope may be expanded to include master planning for other TCSG campuses and supplemental planning documents depending on needs. The budget for master planning services is established at $150,000. Three firms have been shortlisted to proceed to the interview phase: Corgan, Praxis3, and Walker Architects, with Praxis3 identified as the highest-ranked firm following the initial qualifications evaluation.
