The procurement is now in Notice of Intent stage, with Hill's Bros. Lock & Safe, Inc. Scope covers routine maintenance, emergency response, and after-hours availability across multiple City facilities, including master key system management (Mul-T-Lock configurations), key duplication and fabrication, lock installation and repair, interchangeable lock core services, security access control component installation, and safe opening services. The contractor must maintain an operational facility within 30 miles of Long Beach and respond to all City locations within approximately two hours. Response times are same-day completion for same-day requests, 48-hour response for non-emergency calls during business hours, and 2–4 hour response for emergency requests. Billing covers productive labor hours at fully burdened rates including transportation, fuel, tools, and consumables, with after-hours work at no more than 1.5 times the standard hourly rate. The City pays within 30 calendar days of invoicing.
The contract term is two years with three optional one-year renewal periods, not to exceed five years total. Evaluation criteria are Organizational Capacity & Experience (40%), Method of Approach (30%), Communications & Reporting (20%), and Reasonableness of Cost (10%). Required insurance includes $1,000,000 general liability, workers' compensation, $500,000 commercial auto liability, $1,000,000 professional liability, and $100,000 commercial crime insurance. Prevailing wage requirements apply under California Labor Code Section 1720 et seq. at the 2025-2 prevailing wage rate.
