About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the Division of Wildlife Resources, is soliciting sealed bids for hand thinning and hand pile construction services across up to 64 acres in Iron County northeast of Paragonah under IFB JH27-115, with bids due September 28, 2026. Participation is limited to prequalified contractors currently on the State of Utah's Pre-approved/Pre-qualified Vendor List; bids from non-prequalified vendors will not be considered.

The scope requires hand cutting of live and dead Pinyon and Juniper trees, hand piling slash material in dome-shaped piles measuring a minimum of 6 feet tall by 6 feet wide, and dropping approximately 30 to 40 marked trees as whole trees into dry drainage channels. Work is located in Township 33 South, Range 7 West, Sections 30, 31, and 32 (coordinates 37.898788, −112.686512). The contractor must provide one English-literate on-site supervisor during all operational hours, work continuously within daylight hours (one-half hour before sunrise to one-half hour after sunset, with night work permitted only with suitable lighting and Project Manager approval), and complete all work by November 1, 2026. Work must begin within 7 calendar days from Notice to Proceed. Environmental compliance requirements include vehicle washing before entering and exiting National Forest System lands and prohibition of off-road driving on wet soils. The contractor bears all labor, equipment, materials, mobilization, and operational costs in a per-acre bid price multiplied by 64 acres; no fuel surcharges or price adjustments are negotiable. Payment is made as a single lump-sum final payment following successful final inspection, unless prior written approval for partial payments is obtained. Change orders are limited to minor acreage adjustments of up to 10 percent at the original per-acre price or major adjustments exceeding 10 percent requiring negotiated increases subject to Division of Purchasing approval.

No mandatory site visit precedes bidding, though potential bidders are strongly encouraged to inspect the site. Failure to inspect does not constitute grounds for post-award claims. The vendor must guarantee pricing through project completion. Contract award will be made to the lowest cost responsive and responsible bidder. Contractors must maintain workers' compensation insurance, commercial general liability insurance at minimum $1 million per occurrence and $3 million aggregate, and commercial automobile liability insurance at $1 million per occurrence.
