About this file
This Scope of Work document, issued by the State of Utah Division of Purchasing and conducted by the State of Utah Division of Wildlife Resources, outlines requirements for hand thinning and hand pile construction services across approximately 64 acres in the Little Creek Watershed Restoration project located in Iron County, northeast of Paragonah, Utah. The project involves hand cutting all live and dead Pinyon and Juniper trees, hand piling the generated slash material in dome-shaped piles measuring a minimum of 6 feet tall by 6 feet wide, and dropping approximately 30 to 40 marked trees as whole trees into dry drainage channels. The site is accessible via paved highways, county roads, and jeep trails requiring four-wheel-drive vehicles. No mandatory site visit will be held prior to bidding, though bidders are strongly encouraged to inspect the site to understand local conditions affecting performance and cost; failure to inspect does not constitute grounds for post-award claims. The contract must be completed by November 1, 2026, with work beginning within 7 calendar days from the Notice to Proceed and proceeding continuously and diligently thereafter. Work hours are limited to one-half hour before sunrise to one-half hour after sunset, with night work permitted only with suitable lighting and Project Manager approval.
Participation in this solicitation is limited to pre-qualified contractors only, and bids submitted by non-prequalified contractors will not be considered. The contract will be awarded to the lowest responsive and responsible bidder meeting experience and equipment requirements, with bidding structured on a per-acre price basis where the extended total price equals the per-acre price multiplied by 64 acres. All labor, equipment, materials, mobilization, and operational costs must be included in the total price, with no fuel surcharges or adjustments to be negotiated. Payment will be made as one lump-sum final payment following successful final inspection, with partial payments generally not considered unless written approval is obtained prior to invoice submission. The contractor must provide one English-literate on-site supervisor during all operational hours, obtain written Project Manager approval for any subcontractors prior to work performance, and ensure all equipment is fully operational and free of fluid leaks. Environmental compliance requirements include vehicle washing before entering and exiting National Forest System lands, prohibition of off-road driving on wet soils, and removal of all hazardous materials and debris from the site at contractor expense. Change orders are limited to minor adjustments of up to 10 percent of acreage at the original per-acre bid price, or major adjustments exceeding 10 percent requiring negotiated unit price increases subject to Division of Purchasing approval.
