About this opportunity

The City of Clearwater's Procurement Division is soliciting sealed bids to establish a term contract for Liquid Sodium Hypochlorite (12.0 Trade Percent Available Chlorine) to be used at the city's Water Treatment and Wastewater Treatment Plants. The procurement requires chemical treatment products that must meet American Water Works Association (AWWA) Standard B300-24 and ANSI/NSF Standard 60 specifications, with a minimum of 120 gallons per liter available chlorine verified through chemical analysis. Bids must be submitted electronically through the City's e-Procurement Portal by 10:00 a.m. on Tuesday, January 20, 2026, with the question submission deadline set for January 10, 2026, at 10:00 a.m. The city will review bids between January 20-27, 2026, with Council authorization anticipated in February 2026 and contract commencement expected in the same month. Evaluation criteria will focus on responsiveness, responsibility, and pricing, with the city reserving the right to reject any or all bids, make multiple awards, or award by item or portion thereof.

While no specific set-aside designations were mentioned, vendors must provide NSF certification with their bid submittal and demonstrate compliance with all specified contaminant limits and chemical composition requirements. The procurement covers jurisdictions in Pinellas County and Clewiston City, Florida. In the previous bid cycle, two Florida-based vendors submitted proposals: Allied Universal Corporation of Miami (unit price $1.67, total bid $1,598,190.00) and Odyssey Manufacturing Company of Tampa (unit price $1.28, total bid $1,224,960.00), with Odyssey Manufacturing selected as the intent to award recipient. Bids must remain firm for 90 days following opening, and in the event only one response is received, the city may require cost justification and cost/price analysis. A unique bidding requirement includes a protest fee of one percent of the bid amount (minimum $50.00, maximum $5,000.00) for any protesting bidders. The city is exempt from sales and use taxes and will furnish an exemption certificate upon request.
