The procurement encompasses propane delivery and management services across eight DART facilities located throughout the Dallas-Rowlett, Texas area, including East Dallas Bus Operating Facility, Northwest Bus Operating Facility, Central Support Bus Operating Facility, South Oak Cliff Bus Operating Facility, Oak Cliff Non-Revenue Vehicle facility, Central Rail Operating Facility, Northwest Rail Operating Facility, and Rowlett Workforce Solutions Area facility. The scope of work requires contractors to provide routine propane cylinder management, status monitoring, and refill services for forklift operations, with pricing based on four line items: 33.5-pound cylinder refills (estimated 1,200 units), 43-pound cylinder refills (estimated 5 units), delivery charges per trip (estimated 30 trips), and monthly rental fees per cylinder (estimated 60 cylinders). The propane product must meet HD 5 grade specifications with a minimum 90% propane purity and demonstrate a minimum of three years of field experience under temperature conditions ranging from -15°F to 115°F. Qualified vendors must submit complete, fully signed bid packages through the Bonfire/Euna portal by March 10, 2026, with award based on the lowest responsive bid meeting all Scope of Work requirements. The solicitation documents do not identify set-aside designations, restrictions on organizational types, incumbent vendors, or current contractors. All vendors must register with the Bonfire platform to submit bids and ensure all required solicitation documents are fully completed and submitted in accordance with provided instructions; failure to properly complete, sign, and submit all required forms and attachments may result in the bid being deemed non-responsive and disqualified from consideration. DART's payment terms are established on a Net 30 basis, calculated from either invoice receipt or order receipt, whichever is later, with invoices required in triplicate and submitted to APInvoices@dart.org. All purchase orders are subject to DART Authority's standard Terms and Conditions, and all line-item prices must be all-inclusive, covering supervision, labor, equipment, materials, vehicle licensing, warehousing, freight, and all other costs necessary to fulfill delivery and service requirements. Time and rate of delivery are essential terms, and the seller's failure to meet specified delivery schedules may result in rejection and default termination. No specific budget range or award value is disclosed in the available solicitation documents.
