About this opportunity
Lindon City is requesting sealed bids on Lindon Hollow Creek Restoration under IFB PW2026-01, with bids due June 24, 2026 at 2:00 p.m. and a mandatory pre-bid conference on June 10, 2026 at 10:00 a.m. at the Lindon City Public Works Office; attendance at the pre-bid conference is required for bid eligibility. Work must be completed by December 1, 2026, with substantial completion targeted for November 17, 2026.
The scope encompasses stream bank stabilization and restoration along Lindon Hollow Creek west of Geneva Road between 200 South and 1600 North in Lindon, Utah County. Work includes recontouring and excavating stream channels, installing in-stream habitat and grade control features (rootwads, boulder retaining walls, post-assisted log structures, substrate, and riffles), terraced rock retaining walls, native riparian revegetation, topsoil handling (5,100 square yards), excavation (1,375 cubic yards), wood mulch pedestrian trail installation (35 cubic yards), and native upland seed application (1.0 acre). The contractor must obtain the Utah Pollution Discharge Elimination System Storm Water General Permit for Construction Activities; Lindon City obtains the Floodplain Development Permit, State Stream Alteration Permit, and Clean Water Act Section 404 Permit. All work must occur during low-flow conditions from late July through early fall, with seeding and planting in November through December. The contractor is responsible for sediment and erosion control, dust control, spill containment, spoils disposal, utility location verification through Blue Stakes, and maintaining 3 feet horizontal separation from underground utilities.
All bidders must hold a valid Utah contractor license and proof of insurability. A 5% bid bond is required. Evaluation uses a 100-point matrix: previous project experience (30 points), personnel and project team qualifications (30 points), and construction bid price (40 points). The construction component is scored only after quality and qualifications are evaluated. Unit price schedules must be completed in full; final payment is based on actual quantities. Liquidated damages are $500 per day for delays. Retainage is withheld at 5% through substantial completion, with potential release once work reaches 50% completion. Award is anticipated on or about July 6, 2026.
