About this opportunity

The City of Dallas, through its Water Utilities Department, is soliciting engineering services via a Request for Qualifications for the Lift Stations and Diversion Structures Improvements project (Contract No. 25-504E), with a deadline for submissions of April 3, 2026. This qualification-based selection process seeks a qualified engineering firm to provide comprehensive professional services including investigation and study, preliminary design, final design, construction plans and specifications development, bid phase services, construction administration, and start-up assistance for six lift stations (Seagoville Road, Industrial Boulevard, Regal Row, Rylie Road, Christopher Place, and Lucky Lane) and two diversion structures (Five Mile and Sunbeam). The project is structured in five phases spanning approximately 50 months, with Phase I (investigation and design report) requiring nine months, Phase II (construction plans and specifications) requiring 15 months, Phase III (services during construction) requiring 24 months, and Phase V (start-up and operations) requiring two months. The consultant must comply with federal, state, and local regulatory requirements including ADA, EPA, NFPA, OSHA, TCEQ, DHS, UFC, IBC, and NEC standards, follow the City's Corrosion Control Guidelines and Electrical Master Specifications, prepare detailed cost estimates, conduct site assessments, and submit design documents at 60%, 90%, and 100% completion levels. Deliverables include monthly invoices and status reports, meeting minutes, design reports with executive summaries, operations and maintenance manuals in PDF format, record drawings, start-up procedures, and as-built documentation, all requiring signature by a licensed professional engineer. Evaluation criteria include consultant experience with similar projects, staff qualifications and expertise, proposed methodology, project management approach, and demonstrated understanding of lift station and diversion structure engineering requirements. The project is managed by Maria Wang, PE Senior Engineer, with all submissions requiring acknowledgment of any addenda issued to the solicitation.

The City of Dallas has established a Small Business Enterprise (SBE) participation goal of 34 percent for Architecture and Engineering services under its DRIVE (Dallas Regional Inclusive Vendor Enterprise) Policy, requiring respondents to document planned SBE participation through certified subcontractors performing a Commercially Useful Function within their designated NAICS codes. Evaluation scoring awards up to six points for meeting or exceeding SBE goals, two points for first-time contracting with new SBE partners, three points for local workforce development, two points for utilizing suppliers and subcontractors headquartered in the Dallas-Fort Worth-Arlington MSA, and one point for demonstrated community impact through participation in training, internship, apprenticeship, or workforce development activities. Prime contractors must complete the SBE Affidavit (BEH-FRM-602.SAW), SBE Utilization Plan and Commitment to Local Economic Impact (BEH-FRM-605.SAW), SBE Good Faith Effort Documentation Form (BEH-FRM-607.SAW), DRIVE Policy Engagement Score and Past Commitment Form (BEH-FRM-606.SAW), Local Participation Workforce Impact form (BEH-FRM-604.SAW), and Prime Self-Performance Declaration (BEH-FRM-609.SAW) if applicable, along with a Conflict of Interest Questionnaire required by Texas Local Government Code Chapter 176. All responding firms must obtain and maintain comprehensive insurance coverage including workers' compensation ($500,000 per accident and per employee), business automobile liability ($500,000 combined single limit), commercial general liability ($1,000,000 per occurrence and $2,000,000 aggregate), and professional liability ($1,000,000 per claim and annual aggregate), naming the City of Dallas as an additional insured with 30-day cancellation notice provisions. The contract is structured as a lump-sum not-to-exceed amount for basic engineering services, special services, and reimbursable expenses, with monthly progress payments capped at 95 percent of the total contract amount and final payment due within 30 days of completion and City acceptance; specific pricing and budget information is contained in Exhibit B (Engineer's Proposal) of the sample contract form provided. A comprehensive condition assessment of the 16 lift stations and 2 diversion structures conducted by Black & Veatch in May 2023 identified risk scores using a Likelihood of Failure and Consequence of Failure methodology, serving as foundational documentation for understanding facility conditions and rehabilitation recommendations with associated cost estimates.
