About this file
This is a Small Business Enterprise (SBE) Good Faith Effort Documentation Form (BEH-FRM-607.SAW) issued by the City of Dallas for the Lift Stations and Diversion Structures Improvements project in Texas. The form is required from prime vendors who fail to meet contract-specific SBE participation goals or when requested by the City for compliance review. Prime vendors must document their evaluation of commercially reasonable subcontracting opportunities, demonstrate intentional and adequate outreach to certified SBEs, and provide evidence of support efforts to enable SBE participation. The form requires vendors to identify and segment subcontracting opportunities into economically feasible packages, provide SBEs with complete plans and specifications, allow a minimum of seven business days for quote responses, and maintain documentation of all outreach activities including email notices, call logs, and bid solicitation requests. The engineering services project is managed by Maria Wang, PE Senior Engineer, and encompasses investigation, preliminary design, final design, construction plans and specifications development, bid phase services, and construction administration for modifications, repairs, and replacements at lift stations and diversion structures.
Prime vendors must list all SBEs contacted, document quote responses, explain reasons for selection or rejection, and provide justification when SBEs are not selected due to cost or other factors. Vendors must certify that they did not artificially reduce subcontracting opportunities, that all listed SBEs hold active NAICS code certifications matching the work scopes, and that all SBE-performed work will be completed under a Commercially Useful Function (CUF). The form requires vendors to provide a narrative summary comparing proposed SBE participation to the contract-specific goal and to describe any impediments encountered despite genuine outreach efforts. All Good Faith Efforts and SBE participation commitments are subject to monitoring and compliance review throughout the contract term. The form revision date is March 1, 2026, and must be signed by an authorized officer of the prime vendor.
