Broward County is requesting bids on an open-end contract for lift station rehabilitation and repair services under an Invitation for Bid, with proposals due October 22, 2026. The scope encompasses repair and rehabilitation of sewer lift stations and appurtenances serving Water and Wastewater Services and other county agencies, including essential bypass pumping, wet well restoration, replacement of damaged structural, mechanical, and electrical components, and final site restoration as directed. A 25 percent County Business Enterprise (CBE) participation goal applies; vendors unable to attain the goal must submit an Application for Evaluation of Good Faith Efforts or face liquidated damages equal to 50 percent of the dollar amount by which they fall short, up to a maximum of 10 percent of total contract value.

Vendors must hold one of the following Florida licenses: Certified General Contractor, Certified Underground Utility and Excavation Contractor, Broward County General Building Contractor Class A, General Engineered Construction Builder, or Primary Pipelines Class A. Vendors must perform at least 50 percent of total contract price themselves without subcontracting or outsourcing. For work involving trenches exceeding 5 feet in depth, vendors must comply with Florida's Trench Safety Act (Sections 553.60–553.64, Florida Statutes) and OSHA excavation safety standards (29 C.F.R. Section 1926.650), with documented compliance methods and costs required at submittal.

The initial contract term runs three years from award, with the County authorized to renew for two additional one-year periods subject to vendor acceptance and satisfactory performance. All prices are firm, fixed, and F.O.B. Destination. Allowances totaling $260,000 annually cover non-county agency permits and fees ($20,000), parts and materials ($200,000), FPL service ($20,000), and supplemental maintenance of traffic ($20,000), reimbursable at actual cost with no markup. Liquidated damages are fixed at $890 per calendar day for delays beyond the completion date in the Notice to Proceed. Pricing is unit-price based across categories including general conditions, demolition, site work, concrete, piping, and electrical work. A local-vendor preference applies; vendors maintaining a physical business address in Broward County for at least one year prior to bid posting may qualify for Best and Final Offer consideration or tiebreaker status upon submission of Location Certification and local business tax receipt. Bid bonds equal to 5 percent of total bid price are required by the closing date; performance and payment bonds equal to 50 percent of total expected annual contract amount are due within ten calendar days of award. Vendors must submit all responses electronically through BPRO and obtain a Submission Receipt by the closing date and time.
