About this opportunity

The County of Sussex, New Jersey, is conducting a competitive Request for Proposals (RFP) pursuant to N.J.S.A. 40A:11-4.5 to procure professional environmental remediation services from a Licensed Site Remediation Professional (LSRP). This re-advertised solicitation seeks a qualified firm with technical, financial, professional, managerial, and experiential capabilities to design and deliver comprehensive site remediation services at five Road Maintenance Garage locations: Lafayette Complex, Andover Maintenance Camp, Frankford Road Garage, Layton Road Garage, and Hopatcong Road Garage. The principal deliverables include site investigations, Environmental Improvement Programs (EIPs), remediation planning, oversight of cleanup activities, and achievement of Response Action Outcomes (RAOs) in compliance with New Jersey Department of Environmental Protection (NJDEP) regulations under the Site Remediation Reform Act. Most sites contain underground storage tank (UST) contamination affecting soil and groundwater, with regulatory deadlines ranging from May 2026 to July 2034 depending on individual site status. The contract period is twelve (12) months from award with four (4) optional one-year renewal periods for a potential five-year engagement, compensated on a time-and-materials basis with monthly invoicing by personnel class and expense classifications. Respondents must possess current New Jersey professional licensure, comprehensive knowledge of applicable NJDEP regulations (ARRCS and TRSR), and demonstrate experience managing multi-site environmental programs with realistic project timelines. Evaluation criteria include technical merit (40%), management capacity (40%), and cost (20%). Key deadlines include a site visit on March 6, 2026; proposals due by 3:00 p.m. on March 11, 2026 through the Bonfire portal; questions due by March 18, 2026 with responses by March 27, 2026; and contract award anticipated within sixty (60) days of the March 27, 2026 bid opening at 11:00 a.m.

The solicitation does not identify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors. However, respondents must comply with the New Jersey Prevailing Wage Act and Public Works Contractor Registration Act, with both the successful respondent and all named subcontractors required to be registered at proposal submission. The LSRP must maintain comprehensive insurance coverage including Professional Errors and Omissions insurance of $5,000,000, Pollution Legal Liability insurance of $5,000,000, general liability insurance of $3,000,000 per occurrence with the County named as additional insured, workers' compensation of $1,000,000, and automobile liability of $1,000,000. All work products, reports, and documentation become property of the County. The procurement requires respondents to submit conceptual, planning-level EIP estimates for all five sites as part of the proposal evaluation process; these submittals are non-binding and do not represent final remediation designs or guaranteed project costs. No specific contract value or budget range is disclosed in the solicitation documents, with compensation instead structured as a time-and-materials arrangement based on submitted hourly labor rate schedules that remain firm during the initial contract year, with rate adjustments thereafter limited to the lesser of annual CPI-U increases (Northeast Region) or three percent (3%).
