About this file
This is a Pricing Proposal form for the County of Sussex, New Jersey, soliciting labor rates and equipment costs from Licensed Site Remediation Professionals (LSRPs) to provide professional environmental remediation services. The proposal requests hourly rate submissions for ten labor categories: Principal/Program Manager, Associate/Senior Professionals, Project Professional, LSRP, Geologist, Hydro-geologist, Senior Staff Professional, Staff Professional, Technician, and Clerical Support. Respondents must also provide daily equipment rates and itemized reimbursable expense rates. The County emphasizes that firms using different job titles must clearly align their positions with the County's labor categories and explain any differences in responsibilities, licensing, authority, or typical duties to ensure fair proposal evaluation. Labor rates for weekends, holidays, and overtime for clerical support are billed at 1.5 times the standard hourly rate, while deposition attendance, related meetings, and expert testimony are billed at standard rates.
Labor rates shall remain firm during the first contract year, with the County retaining sole discretion to consider written requests for annual adjustments beginning in Contract Year Two. Rate increase requests must be submitted at least 60 days prior to the contract anniversary date with supporting justification, and any approved increases may not exceed the lesser of the annual percentage change in the Consumer Price Index (CPI-U, Northeast Region) or three percent (3%), applying prospectively only. The County will only reimburse actual expenses incurred, requiring itemized bills detailing each allowable disbursement. Proposals must include a detailed cost breakdown that is inclusive of administrative fees and any additional applicable costs. The form does not specify a contract value or duration beyond the reference to annual contract years with potential rate adjustments.

NOTE: The County recognizes that firms may use job titles different from those listed in this proposal. For example, you may consider our Principal/Program Manager role equivalent to your Licensed Site Remediation Professional (LSRP) or a similar position.
