About this opportunity

The Michigan Department of Corrections issued Request for Proposal No. 200000001724 on May 7, 2020, to procure license plate bags for use in the distribution of vehicle license plates by Michigan State Industries. The solicitation seeks two types of polyethylene bags: full-size license plate bags measuring 13.75 inches by 7 inches at 2.5 mil thickness with envelope configuration and side seal only, and motorcycle license plate bags measuring 7.75 inches by 4.5 inches at 2.5 mil thickness with identical construction specifications. Both bag types require specific perforation requirements (0.25 inches or less in length, spaced at no less than 3 perforations per inch), and full-size bags must include printing capabilities. Estimated three-year usage includes 4,500 cartons of full-size bags and 150 cartons of motorcycle bags, with each carton containing 2,000 units. Bidders were required to submit samples (50-100 units per type) with accompanying specification documentation by July 15, 2020, at 3:00 p.m. Eastern Time, following the extended deadline established in Addendum 3. The evaluation process consists of technical evaluation weighted at 70% for Schedule A Statement of Work and 30% for Vendor Questions Worksheet, sample and specification evaluation on a pass/fail basis, and price evaluation for proposals achieving 80 or more technical points. A pre-proposal meeting was held on May 12, 2020, with question submission deadlines of May 15, 2020, and June 9, 2020, for initial and subsequent rounds respectively. The contract term is three years with renewal options for up to two additional one-year periods at the State's discretion, with an anticipated contract begin date of September 8, 2020.

This procurement is not set aside for any particular group, including disabled veterans or minorities, and incumbent contractors are required to submit new samples as part of the bidding process. Pricing must be quoted F.O.B. Destination with all transportation charges included in the unit price, with pricing firm for the initial three-year base term. Deliveries are accepted Monday through Thursday between 8:00 a.m. to 10:00 a.m. and 12:00 p.m. to 2:00 p.m. EST/EDT at the MSI License Plate Factory in Adrian, Michigan, with a required 90 business day delivery window from receipt of order. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 general aggregate, automobile liability insurance of $1,000,000 per accident, and workers' compensation coverage, and must comply with Michigan's State Printing Act for all printing work. Service level agreements include penalties for late deliveries (1% service credit assessed one day after the due date and every 5 business days thereafter), late monthly reporting ($100 penalty on the 16th calendar day after month-end), and order shortages exceeding 5% (2% fee deduction). The previous contract award prices were $114.46 per carton for full-size bags and $64.05 per carton for motorcycle bags, later increased to $118.00 and $68.00 respectively, providing historical reference for anticipated pricing in this solicitation.
