About this file
This is an Addendum 2 to Request For Proposal No. 200000001724 for license plate bags issued by a state agency. The solicitation seeks full-size license plate bags measuring 13.75" by 7" (envelope configuration with side seal only) and motorcycle license plate bags measuring 7.75" by 4.5" (also envelope configuration with side seal only). Full-size bags must be 2.5 mil polyethylene with specific perforation requirements of 0.25" or less in length, spaced evenly at no less than 3 perforations per inch along the 1.875" lip. Motorcycle bags must be 2.5 mil polyethylene without printing requirements. The estimated quantities are 4,500 cartons of 2,000 bags per carton for full-size bags (totaling 9,000,000 units) and 150 cartons of 2,000 bags per carton for motorcycle bags (totaling 300,000 units). The addendum clarifies specifications through a second round of questions and answers addressing seal types, perforation tolerances, material composition, and printing requirements.
This addendum confirms that the solicitation is not set aside for any particular group such as disabled veterans or minorities. Incumbent contractors are required to provide samples as part of the bidding process. The State clarified that perforations may be no greater than 0.25" apart (rather than exactly 0.25"), and revised both full-size and motorcycle bag specifications to reflect this tolerance. The addendum also confirms that bottom seal bags are not acceptable and that no coefficient of friction preference exists. Samples may be submitted by mail or hand delivery to the designated contact, Cathy Carr, at the address specified on the RFP.

The solicitation specifies a side seal bag, which is more prone to issues because it has two seals. Would a bottom seal bag be acceptable to the state? Bottom seal bags are manufactured with one seal instead of two, which minimizes issues.
No. A bottom seal bag is not acceptable.

We recently had the opportunity to inspect a license plate bag related to a vehicle purchase. We discovered the existing bags have perforations that are not exactly 0.25” apart. Will the state accept samples which have perforations that are NO GREATER than 0.25” apart? The stated spec is to have perforations every 0.25” in length, spaced evenly along the 7” lip – at no less than 3 perforations per inch.
Yes.
Full size license plate bags The State hereby revises Section 1a to state:
“Bags must be 13.75" (+/- 1/8”) long by 7" (+/- 1/8”) wide envelope configuration with side seal only. Overall length of bag with lip as described below must be 15.625" (+/- 1/8”), with 13.75" (+/- 1/8”) bag and 1.875" lip. With perforations 0.25" above bag opening. Lip (1.875" across the full 7" ((+/- 1/8”)) width of bag) must be perforated at envelope/lip intersection. Perforations must be 0.25" in length or less and be spaced evenly along 7" (+/- 1/8”) length of lip at no less than 3 perforations per inch. “
Motorcycle license plate bags The State hereby revises Section 2a to state:
Bags must be 7.75" (+/- 1/8”) long by 4.5" (+/- 1/8”) wide envelope configuration with side seal only. Overall length of bag with lip as described below must be 9.625" (+/- 1/8”), with 7.75" (+/- 1/8”) bag and 1.875" lip. With perforations 0.25" above bag opening. Lip (1.875" across the full 4.5" ((+/- 1/8”)) width of the bag) must be perforated at envelope/lip intersection. Perforations must be 0.25” in length and spaced evenly along 4.5" (+/- 1/8”) length of lip at no less than 3 perforations per inch.

I saw this solicitation for License plate bags about a week ago. My manufacturer currently makes custom bags for some of our products. So I would like the opportunity to bid for this solicitation. I missed the Q & A timeline and I did not see any posed questions and answers? Therefore, I want to know if you can please provide a picture of the actual license plate bag and/or stack?
Round 1 Q&A is posted as an amendment to the solicitation on Sigma.
Photos of the bags and stack are shown below.
