About this opportunity

Orange County Community Resources (OCCR) and OC Public Libraries are soliciting proposals for Library Materials Lending Machine(s) through Request for Proposal (RFP) #012-2421201-DV. The procurement seeks automated library material lending machines capable of securely storing, checking out, and returning library materials to expand collection accessibility and convenience for patrons. Qualified vendors will be evaluated based on their ability to provide machines that meet the library's technological and service requirements, with an evaluation process potentially comprising 80% written proposal scoring and 20% potential interviews or presentations. Key procurement dates include October 16, 2023, at 2:00 PM PDT for submission of questions and October 23, 2023, at 2:00 PM PDT for proposal submissions. The initial contract term is set for five years with potential renewal options, though the County does not guarantee a minimum quantity of orders. Respondents must register via the OpenGov website and comply with Labor Code sections 1771.1(a) and 1725.5, which require contractor and subcontractor registration with a mandatory DIR registration number.

The solicitation includes specific provisions for local small businesses (OCLSB) and disabled veteran business enterprises (DVBE), offering potential scoring advantages for certified businesses. Businesses must be certified by the California Department of General Services and meet specific local business requirements, such as maintaining a principal operation center in Orange County. If a business is certified as both an OCLSB and DVBE, they receive an 8% preference instead of 5%. The County reserves the right to award the contract to multiple or a single vendor based on comprehensive evaluation criteria. Respondents must also complete detailed certifications including conflict of interest disclosures, litigation history, and campaign contribution declarations. While no specific budget range or award value is explicitly stated, the procurement appears designed to establish a flexible contract for library material lending machine procurement that can accommodate varying implementation scales across Orange County and potentially San Francisco City jurisdictions.
