About this file

This is a Request for Proposals (RFP) #012-2421201-DV issued by the County of Orange, specifically OC Community Resources and OC Public Libraries, seeking qualified vendors to provide Library Materials Lending Machine(s). The RFP seeks to procure automated library material lending machines that can securely store, check out, and return library materials, with the goal of expanding library collection accessibility and convenience for patrons. Key dates include October 16, 2023, for submission of questions (by 2:00 PM PDT) and October 23, 2023, as the deadline for proposal submissions (by 2:00 PM PDT). The initial contract term is five years, with potential for renewal, and the County does not guarantee a minimum quantity of orders.

The RFP includes provisions for local small business (OCLSB) and disabled veteran business enterprise (DVBE) preferences, with potential scoring advantages for certified businesses. Respondents must meet specific certification requirements, including being certified by the California Department of General Services. The County reserves the right to negotiate final contract terms and may award the contract to multiple vendors or a single vendor based on the evaluation criteria. Proposals will be evaluated on factors including qualifications, experience, ability to provide services, proposal completeness, compliance with the model contract, and cost. The evaluation process includes a potential 80% scoring for written proposals and a 20% scoring for potential interviews or presentations.
