About this opportunity
This Request for Proposals (RFP FY26-0093) is issued by Forty Niners Stadium Management Company LLC on behalf of the Santa Clara Stadium Authority to establish a qualified bench of firms capable of providing special inspections and materials testing services at Levi's Stadium in Santa Clara, California. The procured services must comply with California Building Standards Code (Title 24) and California Building Code Chapter 17 requirements, encompassing comprehensive special inspection and materials testing across multiple construction disciplines including reinforcing steel, masonry, concrete, structural steel, structural wood, mass timber, fire-resistant systems, piling, roofing, and earthwork. Deliverables include continuous on-site inspection observation for conformance with approved designs, daily handwritten inspection records and reports, weekly reporting to the Stadium Manager, final signed certification reports, materials sampling and laboratory testing, material compliance analysis, and coordination with approved testing laboratories. Proposers must maintain current approval from the City of Santa Clara Building Division's Special Inspection Agency Recognition List throughout the contract term, demonstrate experience with complex facilities such as stadiums, arenas, hospitals, and airports, maintain secure reporting and recordkeeping systems, and comply with prevailing wage laws and California Occupational Safety and Health Administration requirements. The RFP was released April 20, 2026, with a deadline for written questions and objections of May 6, 2026, at 5:00 p.m. (PT) and proposals due May 29, 2026, at 3:00 p.m. (PT) via the electronic procurement portal at https://49ers.bonfirehub.com/portal/. Proposals will be evaluated on a 100-point scale: qualifications, experience, and references (40 points); approach and technical capability (40 points); and cost (20 points), with awards made based on best value determination.
There are no specific set-aside designations for disadvantaged enterprises disclosed in this procurement; however, all labor classifications subject to Department of Industrial Relations prevailing wage requirements must be identified with corresponding DIR categories and union affiliations in the cost proposal. Proposers must be listed on the City of Santa Clara Building Division's Special Inspection Agency Recognition List at time of submission, and all subcontractors must also be approved by the City of Santa Clara Building Division. The initial contract term is five years (2026-2031), with the Stadium Manager retaining the right to exercise up to five additional one-year renewal options for a maximum total term of ten years, contingent upon annual budget approval by the Santa Clara Stadium Authority; however, no work is guaranteed under the awarded contract, and services are only performed when the Stadium Manager issues specific task orders. Selected proposers must submit a certificate of insurance within 10 days of notice of intended award and maintain comprehensive coverage including Commercial General Liability ($2,000,000 per occurrence/$4,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Professional Liability/Errors and Omissions ($5,000,000 per claim and aggregate), and Workers' Compensation/Employer's Liability ($1,000,000 per accident or disease). Compensation will be structured as time-and-materials contracts based on fully burdened hourly labor rates for all positions, with separate pricing required for standard and expedited turnaround times for materials testing services; specific budget ranges or award values are not disclosed in the RFP. The Stadium Manager reserves the right to award multiple contracts and may conduct oral presentations and best and final offer (BAFO) rounds with finalists in the competitive range.
