About this opportunity

The United States Coast Guard Sector Lower Mississippi River is soliciting bids for levee security fence replacement at USCGC Kankakee in Memphis, Tennessee, under a Total Small Business Set-Aside, with proposals due September 3, 2026. This is a small-business-only procurement under NAICS 238990 (All Other Specialty Trade Contractors); only certified small businesses are eligible.

The scope requires demolition and removal of existing security fencing and construction of two new levee security fences totaling approximately 450 linear feet, 8 feet tall with barbed wire at the top. The contractor furnishes all labor, tools, materials, equipment, transportation, supervision, and personnel. Work is performed at 2 A.W. Willis Avenue, Memphis, Tennessee 38105, Monday through Friday, 8:00 a.m. to 4:00 p.m., unless otherwise approved. The performance period is 90 calendar days from notice to proceed.

Pre-execution deliverables include a personnel roster for security approval (all personnel must carry valid government-issued identification compliant with the Real ID Act of 2005), a construction progress schedule with major milestones, a comprehensive safety plan, product data sheets, and operation and maintenance manuals. The contractor must identify underground and concealed utilities using electromagnetic and sonic scanning equipment and obtain authorization from the Contracting Officer's Representative before interrupting any utilities. All construction debris and materials must be removed from government property with disposal receipts required within 10 working days. The Coast Guard provides electricity and potable water without charge, but the contractor bears all connection costs and must provide temporary toilet facilities. The contractor coordinates all staging and laydown areas with the Coast Guard and maintains the work area free of waste accumulation daily.

Site visits may be arranged by contacting CPO Matthew Johnson at matthew.j.johnson3@uscg.mil or (985) 707-6593. The contractor must be certified in the state of Tennessee.
